The Role

Management of the Scot Rail commercial, community and residential property portfolio to deliver optimal rental income and wider business benefits. Leadership of a small team of portfolio managers providing expertise and supporting professional development. Growing the portfolio through new opportunities in partnership with Scot Rail Property Services and Network Rail will be key to the success of this role. Creating a virtual team with colleagues in Property Services, Health & Safety, Sustainability, Insurance, Network Rail and Legal (external) will be required to ensure the smooth and safe running of the portfolio.

Key Responsibilities
  • Maximise portfolio income through effective rent reviews, lease renewals, valuations, negotiations and delivery of all associated documentation.
  • Strategic Portfolio Leadership by aligning commercial, community and residential property objectives with Scot Rail’s wider business goals, revenue targets and regeneration ambitions.
  • Budget Ownership & Performance Accountability. Own the portfolio’s commercial performance, including annual income targets, forecasting accuracy, cost control and value‑for‑money delivery. Challenge financial assumptions and provide senior commentary to leadership teams and governance boards.
  • Shape policy and process improvements, driving best practice across the entire property function.
  • Lead and develop a small team of portfolio managers, fostering expertise, high performance and professional growth.
  • Manage landlord obligations including enforcement of tenant covenants, safety validation, statutory compliance and health & safety responsibilities.
  • Ensure strong estate management, overseeing let and void properties, tenant maintenance obligations, service charges, credit control and day‑to‑day tenant queries.
  • Partner with internal and external stakeholders—including Property Services, H&S, Sustainability, Insurance, Legal, Network Rail and external consultants—to ensure smooth and safe portfolio operations.
  • Grow and enhance the portfolio by identifying new commercial, community and revenue opportunities and maintaining a network of potential retailers for vacant units.
  • Oversee tender exercises, contractor liaison, and collaboration with local authorities and Network Rail to support effective property management.
  • Set and manage revenue forecasts considering operational, market and strategic factors.
  • Support non‑commercial and community lease development that aligns with wider economic and community benefits.
What You Bring
  • Educated to degree level.
  • Effective negotiation & people management skills.
  • A positive and proactive approach to team working
  • MRICS qualified or working towards this qualification.
  • Full drivers’ licence

This is a full-time role, working Monday to Friday. Scot Rail offers a hybrid working model which is typically 3 days in the office and 2 days working from home.

Reference Salary: £50,000 - £56,980 per annum, pay award pending.

Selection Process
