We are seeking an experienced and motivated Affordable Housing Delivery Manager to lead and accelerate the delivery of affordable homes across the city. You will manage a team working closely with Registered Providers, developers and funders to bring forward new schemes that meet Birmingham’s housing need.
This is a strategic and operational role, combining partnership working, governance oversight, financial management and political engagement to ensure affordable housing is delivered efficiently and at scale.
What You’ll Be Doing- Lead and support a team managing the city’s affordable housing pipeline from concept to completion.
- Build and maintain strong relationships with Registered Providers and developers to enable delivery.
- Negotiate tenure mix, typology and scheme design with partners and internal services including planning, legal and procurement.
- Develop business cases, options appraisals and funding bids to bring schemes forward.
- Manage project budgets, grant funding and Section 106 contributions to ensure investment is effectively directed.
- Report progress through governance forums, including Housing Development Board, and support statutory returns.
- Work with funders such as Homes England and WMCA to secure inward investment.
You will bring strong experience in affordable housing delivery, with the ability to manage complex stakeholder relationships and operate confidently in a local government environment.
You Will Have:- Significant experience in housing development within a Registered Provider, developer or local authority setting.
- Strong understanding of planning, procurement and funding processes linked to affordable housing.
- Experience managing and motivating teams delivering complex project portfolios.
- Ability to advise Members and operate effectively within a political environment.
- Strong negotiation and influencing skills across public and private sector partners.
- Experience managing budgets and ensuring value for money across housing schemes.
- Ability to analyse complex data and present clear, evidence-based recommendations.
- Play a central role in increasing the supply of affordable homes across the city.
- Influence how housing need is translated into practical delivery through partnerships.
- Work with senior leaders, Members and national funders to shape housing outcomes.
- Lead a team driving delivery across a diverse portfolio of schemes.
- Contribute to strategic housing policy and long-term planning.
- Deliver meaningful impact for communities in need of high‑quality affordable homes.
- Be part of a service committed to collaboration, innovation and inclusive growth.
