We have a great opportunity for a Commissioning Manager to join our Adult Social Care team at Wokingham Borough Council, on a full-time, permanent basis.
This pivotal role focuses on working age adults, and we’re looking for someone confident and forward thinking to help shape high-quality services across the borough.
As Commissioning manager for working aged adults, you’ll lead the commissioning of services that support people with a learning disability, mental health needs or a physical disability to stay independent in their own homes and communities. Working closely with partners, you’ll deliver the priorities in our Adult Social Care Strategy and make sure the services we commission are effective, good value and meet our Care Act duties.
You’ll also procure and manage contracts, while keeping a clear view of the local care market to support a diverse and sustainable range of services.

Key responsibilities
- Lead on developing, maintaining and delivering effective commissioning strategies and policies.
- Build positive, collaborative relationships with health, housing and social care providers, ICs partners, council teams, carers, advocates and elected Members.
- Use your specialist knowledge of the care market to suggest improvements, support senior decision making‑and contribute to Wokingham’s strategic priorities.
- Stay up to date with relevant legislation and best practice and develop improvement proposals when needed.
- Ensure commissioned services are high quality, effective, good value for money and meet Care Act requirements, as well as upcoming social care reforms.
Candidate requirements:
- Degree level qualification or equivalent professional experience.
- Able to develop, lead and deliver effective strategies and projects.
- Knowledge of managing a local care provider market within the specialist area, including building and maintaining productive working relationships.
- Strong understanding of the political context, legislation, and regional and national drivers relevant to the role.
- Experience leading teams and/or major projects to achieve strategic goals, service improvements and performance targets.
