Program / Project Manager, Operations Manager
North Northamptonshire is currently on an exciting journey to transform its buildings and infrastructure and as part of this, we are looking for a Capital Projects Programme Manager to join our Capital Projects team. The Programme Manager will be responsible for defining, developing and successfully delivering key programmes and projects within the Assets service area including developing short to medium terms programmes along with the relevant budgets for stock condition works and office improvements.
The role is responsible for leading and managing Construction Project Managers, Project Officers and Project Coordinators to deliver the programme of projects in the specified service area. This role will oversee the successful delivery of allocated programme and project outcomes, benefits and financial targets, including the implementation of allocated large-scale partnership projects. They will achieve efficient delivery of programmes and projects through proactively developing key relationships with stakeholders both internally and externally.
What will you be doing?
- Programme Management: Responsible for the development, delivery and implementation of a capital projects programme for a specified service area to ensure the successful delivery of the projects within it.
- Construction Project Management: Directly delivering projects or delivery of projects from brief through design to delivery. Ensuring that projects and programmes follow robust project management methodology and are delivered successfully through good project management discipline, strong governance and the proactive management of risks and issues.
- Developing Project Briefs: Understand and interpret the council’s vision for its strategic estate including children’s services and education to develop project briefs/scope.
- Stakeholder Management: Ensure that programmes and projects are well communicated and partners and stakeholders are kept informed and engaged in the process, developing effective relationships with stakeholders and partners both internal and external to the council.
- Finance: Manage the programme budget with the service area to ensure the effective use of resources, updating forecasts, providing regular monitoring and developing cost plans and business cases for future projects.
- Procurement: Procure, manage and co‑ordinate external consultant inputs to the projects working within the legal requirements, policies, financial procedures, procurement frameworks rules, adhering to the recommended practice to protect the council from risk.
- Leadership: Lead and manage Construction Project Managers, Project Officers and Project Coordinators to deliver a programme of projects in the specified service area. Motivate and manage project teams and working groups to work together to deliver the projects outcome. Develop relationships internally and externally to overcome challenges and progress projects effectively.

The successful candidate will be agile and flexible enough to adapt, ensuring the project has flexibility within its parameters to allow for change should the strategy, regulations or outcome require change during the delivery. The post will be remote working, with a requirement to attend the project site and team meetings in person as needed, anticipated at an average of two days a week.
You will be educated to degree level or have equivalent experience and have a relevant project management qualification or equivalent alongside knowledge of managing multiple and complex projects. Experience of managing construction related projects of varying financial levels and successfully managing performance and providing feedback to design teams and principal contractors is essential. Local authority experience is key, particularly in governance, approvals and procurement processes.
