The Role
As Team Manager, you will oversee the day‑to‑day delivery of the Applications & Allocations Service, ensuring compliance with statutory requirements while continuously improving service performance and customer outcomes.
Key responsibilities include:
- Lead and manage the Housing Applications & Allocations Service, ensuring decisions are made in line with legislation, policy and the Housing Allocation Scheme.
- Manage, motivate and develop a team of Team Leaders and frontline staff, creating a high‑performance, customer‑focused culture.
- Oversee complex housing application decisions, allocation reviews and discretionary cases, ensuring fair and transparent decision‑making.
- Develop strong relationships with Registered Providers and partner organisations to maximise housing opportunities for applicants.
- Analyse service performance, identify improvement opportunities and implement changes that enhance efficiency and customer experience.
- Lead on complex complaints, member enquiries, Ombudsman investigations, FOI requests and court‑related casework.
- Deputise for the Strategic Lead when required and represent the Council at internal, external and multi‑agency forums.
We are looking for a confident and resilient leader with significant experience managing housing services and making complex decisions in a highly regulated environment.
Essential qualifications and experience:
- Significant management experience within housing, homelessness, allocations or a related public service environment.
- Extensive knowledge of Housing Allocations, Homelessness legislation and relevant housing law, policy and case law.
- Experience leading frontline teams, managing performance and delivering high‑quality customer services.
- Strong decision‑making skills with the ability to assess complex cases, manage risk and make legally robust determinations.
- Experience analysing complex data and using performance information to improve services and drive outcomes.
- Excellent communication, influencing and stakeholder management skills, including experience working with elected members, partners and external agencies.
- A housing‑related professional qualification, degree‑level qualification or equivalent relevant experience.

This role manages a significant operational service and a team of Team Leaders within Housing Solutions & Support Services. The successful candidate will be expected to provide expert advice on housing allocations, reviews and homelessness legislation, while maintaining high standards of governance, compliance and customer service. No safeguarding check is required for this post.
