Project Manager (Retrofit)
Contract: Permanent
Location: GMCA, Tootal Building, 54 Oxford Road, Manchester with remote working (within a reasonable commutable distance from Greater Manchester)
About the RoleThe GMCA has an exciting opportunity for a Project Manager (Retrofit) to join its award-winning Retrofit Team in the Environment Directorate.
The role will support a team delivering over £100m of housing retrofit measures to help meet the targets in the Greater Manchester 5-year Environment Plan and Retrofit Action Plan which are aiming to make Greater Manchester carbon neutral by 2038.
A key focus of the role will be to manage the delivery of retrofit schemes for owner occupied and privately rented properties across Greater Manchester. This includes the Warm Homes:
Local Grant and Able to Pay offers managed through the GMCA Retrofit Portal.
The role also includes the line management of Project Officers / Assistants.
The energy efficiency improvements and low carbon heating systems installed through these schemes will result in homes that are cheaper to heat, more comfortable to live in, and have less impact on the environment.
About youThe GMCA is seeking an individual with experience of delivering national housing retrofit schemes, such as Energy Company Obligation (ECO4), Green Homes Grant Local Authority Delivery (GHG LAD), Home Upgrade Grant (HUG), or Warm Homes:
Local Grant (WH:LG).
A key aspect of the role will be making grant offers, approvals, and payments, therefore experience of processing financial transactions would be desirable.
The individual should also have line management experience.
A commitment to partnership working is essential, as you will work closely with government departments, local authorities, registered providers of social housing, contractors, and a wide range of local partners.
Most importantly, we are looking for an individual with a passion for tackling climate change and fuel poverty, as this retrofit‑focused role is an excellent opportunity to have a direct impact on these issues.
The role requires significant knowledge of low carbon housing retrofit, the delivery of complex grant programmes, and knowledge of the requirements of central government, local authorities, and social housing providers. As such, a project management qualification, such as PRINCE2, would be highly desirable.
