We have an excellent opportunity for aProject Managerto join our Business Change team within the Corporate, Community and Change Service here at Wokingham Borough Council, on a Full-time,12 month, Fixed-Term Contract.
As Project Manager, you will lead large-scale, priority projects to meet WBC's strategic priorities, working collaboratively with senior stakeholders to ensure strong management of plans, milestones, and action tracking. You'll support subject matter experts to deliver to required timelines while providing clear visibility and transparency of progress across the Change Portfolio.
You will report into a £24 million Council Housing Acquisition and Investment Programme. The programme will enable the Council to acquire residential properties within Wokingham Borough where they meet identified housing need and achieve the required financial return.
You will manage the project delivery of the 5-year strategy to include effective project governance and risk management; appropriate use and tracking of MHCLG grant funding; stakeholder engagement and partnership working; annual statutory reporting to MHCLG from spring 2027, alongside quarterly delivery and monitoring information as required. The strategy must set out: an assessment of current and future need strategic priorities and outcomes governance and partnership arrangements;
a clear delivery plan covering the full five-year period; design and implement a local licensing scheme for supported exempt accommodation.

- Act as Project Manager specifically for large scale, priority projects for WBC to meet its strategic priorities.
- Take a pro-active approach to build strong relationships quickly and identify and understand dependencies.
- Follow the Business Change Framework methodology and ways of working.
- Administer and manage the project process and service project meetings.
- To agree and produce clear, concise project plans and delivery timescales.
- Identify key outputs and milestones for decision.
- Report to the appropriate governance forums, track and monitor actions.
- Manage Risks and Issues and record and tracking of costs / benefits.
- Minimum of 2 years Project Management experience with evidence of successful delivery.
- Trained in PRINCE II and / or equivalent project management methodology.
- Knowledge of local government and particularly transformational Government and efficiency agenda.
- Relevant change management qualification or skills and experience (Prosci or similar).
- Experience of using Microsoft applications including Word, Excel, MS Project, MS Visio, PowerPoint.
