Job Summary:

The Arizona Registrar of Contractors (ROC) licenses and regulates the construction industry throughout the State of Arizona. The agency licenses construction businesses, responds to complaints against licensed contractors, and investigates allegations of contracting without a license. The work of the ROC is interesting and important to the citizens of Arizona. The agency is looking for a Licensing Division Chief to join the ROC Team.

The Licensing Division Chief is on the ROC executive team and works closely with ROC personnel, other State agencies, construction industry representatives, contractors, and members of the community. This leadership role oversees the ROC Licensing Department which manages over 62,000 active licenses within Arizona. This role is critical to the ROC mission and reports to the ROC Director.

Job Duties:
  • Department Head for the ROC Licensing Department. Manage a team which includes 3 Licensing Supervisors and 15 Licensing Representatives. Responsible for department metrics, work flows, time-frames, process development, personnel management, etc.
  • Critical member of the ROC Leadership Team. Plans and implements agency projects, Governor's Office initiatives, and technology solutions. Frequently relied on to provide recommendations and solutions to complex agency challenges.
  • Represents the agency to industry stakeholders, elected officials, and to community members. Regularly presents agency policies and procedures at public events and occasionally represents the agency on broadcast media. May be a participant or hold a leadership role within construction advocacy groups.
  • Other executive level responsibilities and projects as needed.
The Ideal Candidate :
  • Education or experience in management and leadership.
  • Experience interpreting and applying statutes, rules, policies, and procedures.
  • Experience with public speaking.
  • Ability to effectively communicate both orally and in writing.
  • An excellent work ethic.
  • A friendly and approachable disposition.
  • Works well with all levels of the agency and can build and maintain professional and productive relationships with external stakeholders.
  • Ability to be flexible and adjust work priorities and projects as needed and with limited notice.
Additional Information:
  • This position is a political appointee and serves at the discretion of the ROC Director.
  • The regular schedule for the position is Monday – Friday, 8:00-5:00. Some events may require working in the evening or on the weekend and will also include travel throughout Arizona. Overnight travel may be necessary up to 3-4 times a year.
  • Currently, the position works in office 1-2 days a week, and is able to remote work the remaining days. The remote work schedule is at the discretion of the ROC Director and can be altered temporarily or permanently due to agency needs. In some instances, this position may be required to work in-office full-time. Many community events will require the incumbent to travel and attend in-person.
