Martinsburg, WV
Grant Leading Technology is seeking a highly organized and strategic Senior IOTA Transition Planner to lead move management, operational readiness, and physical relocation activities for Initial Outfitting, Transition, and Activation (IOT&A) projects within Federal facilities.
In this critical lead role, you will oversee the full lifecycle of complex, multi-phased relocations—coordinating move sequencing with building design and construction schedules, leading Integrated Project Teams (IPT), managing government stakeholders, and ensuring seamless operational continuity for personnel, equipment, and administrative operations.
This position is for a tentative contract award. If awarded, the position will be remote, and the hours are 8 am to 5 pm EST.
Responsibilities:- Lead overall strategy, planning, and execution for multi-phased physical relocations, staff transitions, and operational activations for Federal facilities
- Develop detailed move sequences, relocation master plans, phasing strategies, and day-in-the-life testing scenarios to minimize operational downtime
- Direct onsite move management, inventory control, staging, dock logistics, and key/access handoffs during active relocation windows
- Translate operational and administrative requirements into actionable transition plans, move matrix documents, and vendor task assignments
- Form, facilitate, and lead User Groups and move-related Integrated Project Teams (IPTs) to align department heads, staff, and facility operators with transition milestones
- Serve as the primary operational liaison between construction contractors, move vendors, facility managers, and Federal agency leadership
- Lead regular move orientation sessions, prepare staff relocation packets, and manage change management/communication workflows across affected departments
- Integrate transition and relocation milestones into the overarching Integrated Master Schedule (IMS), aligning move dates with construction completion and outfitting schedules
- Manage Work Breakdown Structures (WBS), risk registers, change controls, status reports, and project documentation
- Conduct post-move evaluations, manage punch list resolution for move-related items, and oversee formal transition closeout activities
Education Requirements:
- Bachelor’s degree from an accredited college or university in Healthcare/Public Administration, Facilities Management, Construction Management, Business Administration, Project Management, or a related field
- Minimum of three (3) years of experience in transition planning, move management, and physical relocation on multi-phased projects
- Minimum of five (5) years of experience as a Project Manager or lead planner over space-related or facility projects
- Direct experience with Initial Outfitting, Transitioning, and Activating (IOT&A) Federal facilities—preferably VA/VHA, healthcare facilities, major warehouse operations, or large-scale Federal real estate programs
- Demonstrated experience in administrative infrastructure and operations, including coordinating the relocation of furniture, fixtures, equipment (FF&E), casework, and facility signage
- Proven experience producing or managing Integrated Master Schedules (IMS), Work Breakdown Structures (WBS), risk/change control protocols, and comprehensive transition documentation
- Must be able to pass a government background check
- Must live in the United States and authorized to work in the United States
