2. Position Summary

The Deputy Director of Nuclear Services leads complex client engagements and helps build the capabilities of EZARC Nuclear Solutions. This person is a senior technical resource and advisor to the Director, giving practical technical and strategic guidance on nuclear authorization, safety documentation, operational programs, and startup readiness.

The Deputy Director is second in command within the authority the Director delegates. The role keeps client support steady, including helping the Director's clients when the Director is unavailable, within the agreed scope.

Why This Role Matters

Nuclear clients trust us with work where the technical basis has to hold up to regulators, auditors, and the public. A strong Deputy Director gives clients a second senior voice they can rely on, lets the Director focus on growing the division, and connects nuclear requirements with the rest of EZARC's services, including Offsite Manufacturing and Modularization.

3. Reporting Structure and Decision Rights

This role owns

  • Organizing and executing assigned work, and choosing the technical methods.
  • Coordinating routine project activities and communicating technical matters within the assignment's scope.
  • Developing recommendations and conducting assigned technical reviews.
  • Meeting with current and prospective clients, coordinating site visits, and working with state and federal regulators within delegated authority.
  • Serving as the Director's contracting officer representative within specifically delegated responsibilities.
  • Stopping work when there is an imminent risk to health, the environment, or major facility equipment or structures.

This role escalates

  • The Director keeps contracting officer authority. The Deputy Director does not enter into, change, or make binding commitments on contracts for EZARC.
  • Deliverable approval and release, as set for each assignment.
  • Unclear requirements, unfamiliar technical issues, or an approach that needs more development. Asking early is part of good judgment.
  • Differing professional opinions. Raise them openly with facts and technical reasoning. Unresolved issues go through EZARC or client processes, with each position documented. Raising a concern in good faith never leads to retaliation.
  • Any stop-work action, with prompt notification to the Director and appropriate personnel.
4. Responsibilities

Technical leadership and consulting

  • Perform and lead technical work on nuclear authorization, safety documentation, operational programs, and startup readiness.
  • Interpret applicable regulatory, contractual, and client requirements and translate them into clear implementation approaches.
  • Prepare and review technical documents, assessments, and recommendations with a clear technical basis.
  • Evaluate complex technical issues and bring in more expertise with the Director when needed.

Project and task execution

  • Organize and complete assigned projects to agreed objectives, scope, schedule, and quality.
  • Own the coordination and on-time completion of assigned deliverables.
  • Set technical approaches and coordinate the activities, interfaces, and reviews each deliverable needs.
  • Serve as a technical point of contact and keep the Director informed of progress, findings, risks, proposed changes, and support needs.

Division development

  • Contribute technical insight to the division's capabilities, priorities, and services.
  • Help write procedures, technical guidance, and other division documents.
  • Recommend improvements to consulting practices and project execution, using lessons learned.
  • Mentor technical staff, including people from other EZARC divisions who support division work.
  • Represent EZARC Nuclear Solutions in meetings, industry activities, and external engagements.

Client relationships and business development

  • Build client trust through dependable work, quick communication, and sound technical judgment.
  • Meet with current and prospective clients, coordinate site visits, and give input that fits their needs.
  • Support the Director's business development with technical discussions, capability presentations, proposal input, and scope…
