Organizational Context

UNICEF operates in over 190 countries and territories, dedicated to saving children's lives, defending their rights, and helping them fulfill their potential from early childhood through adolescence. We are committed, passionate, and proud of our work, viewing the promotion of every child's rights as a calling. UNICEF fosters diverse opportunities for professional and personal development.

Job Purpose

The purpose of this consultancy is to support the finalization and harmonization of the PCHP Framework and related processes within UNICEF. This involves consolidating and streamlining existing technical guidance, tools, and capacity‑building resources to create a user‑friendly global package. The consultant will also support the integration of AAP and PCHP principles into UNICEF's humanitarian policies and operational procedures, including emergency and anticipatory action guidance.

Furthermore, the role includes strengthening capacity and deployment arrangements for AAP and PCHP by developing standardized profiles, assignment descriptions, and training materials for deployed personnel and UNICEF staff, ensuring effective implementation at country and global levels.

Responsibilities

The consultant will be responsible for preparing an inception report detailing the methodology, analytical questions, stakeholder engagement plan, workplan, timeline, risks, and mitigation measures. A key responsibility is supporting the finalization of the PCHP Framework through an inter‑divisional, participative process. The consultant will consolidate and harmonize existing PCHP‑related technical implementation guidance, tools, and capacity‑building resources, identifying and addressing duplication, gaps, and simplification opportunities.

Developing a consolidated, user‑friendly PCHP global package, integrating PM&E products without duplication, is also a core duty. The role involves supporting country‑level testing of new or amended PCHP guidelines and tools. Additionally, the consultant will support the integration of AAP and PCHP principles into UNICEF humanitarian policies and operational procedures, including emergency and anticipatory action guidance, by identifying entry points, preparing technical revisions, and supporting consultations.

Developing comprehensive sectoral examples of practical AAP implementation for the AAP Handbook and strengthening capacity and deployment arrangements for AAP and PCHP through profile development and training material preparation are also key responsibilities.

Work Experience

A minimum of 10 years of relevant professional experience in humanitarian programming, Accountability to Affected Populations (AAP), community engagement, inclusion, localization, or programme quality is required. Demonstrated experience in developing or consolidating technical guidance, tools, or capacity‑strengthening materials is essential. Proven experience supporting the operationalization of global frameworks or policies at regional/country level and experience with UNICEF humanitarian programmes are also required.
