We are seeking to hire a EN/VR Payment Specialist – Quality Assurance (QA) to our team. The EN/VR Payment Specialist – Quality Assurance (QA) is a highly skilled professional responsible for ensuring the accuracy, integrity, and compliance of Employment Network (EN) and Vocational Rehabilitation (VR) payment and eligibility transactions processed through the Integrated Ticket Operations and Payment Support System (iTOPSS). This role focuses on comprehensive quality assurance across all EN/VR financial and eligibility processes, effective reconciliation, and timely resolution of payment discrepancies and over payments.

The specialist also serves as a resource for guidance on payment processes, policy interpretation, and maintains a strong commitment to continuous improvement and compliance with SSA program standards.

Responsibilities
  • Perform detailed reviews and quality assurance checks on EN/VR payment and eligibility transactions processed via iTOPSS to ensure accuracy, completeness, and adherence to program guidelines.
  • Reconcile EN/VR transactions and resolve discrepancies between system records and case file documentation, flagging and correcting errors as needed.
  • Monitor payment and eligibility workflows to proactively identify potential issues related to over payments, eligibility status changes, or incorrect transactions.
  • Assist with over payment resolution by collaborating with ENs, VR agencies, and internal stakeholders—researching issues, preparing documentation, and communicating findings and solutions to all parties involved.
  • Analyze data and prepare reports on error trends, recurring reconciling issues, and QA metrics to inform management and support continuous process improvements.
  • Provide expert guidance on SSA payment policies, eligibility criteria, iTOPSS navigation, and transaction processing to partner organizations and internal teams.
  • Conduct training and develop resources on accurate transaction processing, reconciliation protocols, and quality standards for EN/VR program staff.
  • Maintain confidential and compliant records for all QA activities, reconciliation efforts, and over payment cases in accordance with federal policy.
  • Support internal and external audits by preparing accurate transaction histories, QA logs, and reconciliation documentation as requested.
  • Stay current with SSA program updates, new iTOPSS features, regulatory changes, and best practices in EN/VR transaction management and quality assurance.
Requirements
  • Bachelor’s degree (BS) from an accredited institution is required.
  • Five (5) to seven (7) years of relevant professional experience in program administration, quality assurance, payments processing, or related roles—preferably with direct experience in SSA, EN, VR programs, or government payment systems.
  • In-depth knowledge of EN/VR payment and eligibility processes; experience with iTOPSS or similar transactional systems is highly preferred.
  • Demonstrated ability to perform detailed reconciliations, quality assurance checks, and maintain accuracy under stringent regulatory requirements.
  • Proven analytical and problem-solving skills, specifically in reconciling complex payment and eligibility cases and resolving over payment issues.
  • Excellent communication skills, both written and verbal, with the ability to clearly document findings, compose reports, and provide training or guidance.
  • Strong proficiency in case management, data analysis, and standard productivity software (e.g., Microsoft Office Suite; experience with database or audit tools a plus).
