DCAS's mission is to make city government work for all New Yorkers. The Real Estate Services (RES) division supports City operations by managing real estate needs, property valuations, lease administration, and related analyses. RES oversees 37-million square feet of City-owned and/or occupied real estate, citywide acquisitions (lease or purchase), and dispositions of City-owned properties. RES provides architectural design, space planning, project management, zoning analyses, and market analyses for real estate transactions.
The Property Valuations unit is seeking a detail-oriented Commercial Real Estate Appraiser.
Position details may include remote work up to two days per week under the Remote Work Pilot Program.
Responsibilities- Research materials and public records to collect and analyze data related to real property transactions.
- Collect and analyze current and historical data for use in appraisal reports.
- Research, review, and analyze information on market conditions for various property types.
- Obtain source materials through research, records examination, published materials, or interviews.
- Conduct market condition research to justify adjustments in appraisals.
- Perform field visits to gather information on local market trends and photograph properties.
- Analyze construction costs and depreciation in real estate values.
- Interface with architects, surveyors, brokers, owners, managers, banks, engineers, attorneys, and government agencies.
- Perform appraisals of complex properties (e.g., apartment buildings, land parcels, large commercial/industrial properties).
- Prepare appraisal reports and market analyses in accordance with USPAP guidelines; conduct appraisal reviews for methodology and data quality.
- Provide supervisory assistance in appraisal work and feasibility analyses for highest and best use in acquisitions or dispositions.
- Prepare appraisal reports and market rental analyses per USPAP guidelines.
- Collaborate with senior appraisers to resolve appraisal requests.
- Follow procedures governing appraisal processes and suggest policy changes as needed.
- Advise, guide, and supervise or assist in supervising lower-level appraisers and vendors; review their work.
- Attend meetings with City agencies and stakeholders regarding real property appraisals.
- A baccalaureate degree from an accredited college and two years of full-time appraisal experience with narrative reports, or
- An associate degree or 60 semester credits with four years of appraisal experience, including two years with narrative reports, or
- A high school diploma and six years of appraisal experience with two years in narrative reporting, or
- Education and/or experience equivalent to these options. In all cases, a four-year high school diploma or equivalent is required and at least two years of relevant experience.
License Requirement: A valid Motor Vehicle Driver License in New York State, maintained for the duration of employment.
Placement levels:
At least one additional year of full-time appraisal experience for Assignment Level II; at least two more years (including supervisory experience) for Assignment Level III.
- Experience appraising commercial properties of increasing complexity; strong prioritization, follow-through, and client service mindset.
- Attention to detail and strong analytical, writing, and communication skills.
- Proficiency with Microsoft Office (Word, Excel, Outlook, Teams).
- New York State Certified General Real Estate Appraiser License in good standing; MAI designation or candidacy a plus.
