UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP - and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment.
CCE Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2
- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3
- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.
Türkiye approved ratification of the Kigali Amendment in March 2021 and ratified on 10 November 2021. The country has progressed in meeting its commitments relevant to the Montreal Protocol and its amendments through implementing several programs, laws, and other policy instruments such as codes and standards. The country has phased-out Ozone Depleting Substances (ODS) and Hydrochloroflourocarbon (HCFC) consumption much beyond the limits established by the Montreal Protocol phase-out schedule, nevertheless, this achievement has also resulted in an increase in Hydrofluorocarbon (HFC) consumption.
In this regard, Türkiye has elaborated many national plans that contribute to reducing the consumption of ODS and HFCs, as well as increasing energy efficiency (EE) and cooling demand reduction.
Stage I of the Kigali Implementation Plan (KIP) for Türkiye has been developed by the government of Türkiye through its National Ozone Unit (NOU), which operates within the Directorate of Climate Change of the Ministry of Environment, Urbanisation, and Climate Change (MoEUCC). This project document has been prepared with the support of UNIDO as the Lead Agency and UNDP as the Cooperating Agency.
Stage I of the KIP aligns with the cost guidelines for the phase-down of HFCs in Article 5 countries as specified by the Executive Committee Decision 92/37. The Executive Committee approved, in principle, stage I of the KIP for Türkiye for the period 2024–2029 to reduce, by 2029, HFC consumption by 14.4 per cent of the country’s baseline.
Stage I of the KIP will be implemented in three tranches. Under the stage I of KIP, UNDP will be responsible for:
Component 1: Regulatory framework and control mechanism
Component 2: Project addressing end users (establishing an accredited testing laboratory)
Component 3: Technical assistance and monitoring the use ofHFCs as fire extinguishing agents, solvent and propellant in aerosol sector
Component 4: Campaigns on regulation, energy efficiency, and climate change
The Project Associate (PA) will allocate 100% of his/her time to the Kigali Implementation Plan (KIP) for the Republic of Türkiye Project for the whole project’s duration. PA will assist the Project Manager in fulfilling his/her duties and tasks. The PA will be responsible for supporting day-to-day implementation of project activities, drafting progress reports and output-related substantial documentation, as well as liaising with the donor and national and international stakeholders at the institutional level.
