Libya faces critical challenges in integrating climate change impacts across water, energy, food, and ecosystem sectors. The absence of updated baseline data limited institutional capacity, and lack of coordination mechanisms hinder the development of integrated strategies. The Green Climate Fund (GCF) Readiness project aims to strengthen governance and institutional frameworks for integrated climate change, water, energy, and food security strategies, with a focus on the WEFE nexus.
The WEFE Nexus and Capacity Development Specialist (Water and Agriculture) will be recruited under the overall supervision of the FAO Representative in Libya and the technical supervision of the FAO Subregional Office for North Africa (FAOSNE) Land and Water Officer. The specialist will work in close collaboration with the project team to support the implementation of project activities and ensure the achievement of project objectives.
The National WEFE Nexus and Capacity Development Specialist (Water and Agriculture) will provide technical and coordination support to the implementation of project activities related to the Water-Energy-Food-Ecosystems (WEFE) Nexus. The incumbent will contribute to strengthening institutional and governance arrangements, including the development of the National Climate Change Committee (NCCC) operational framework and the establishment of the WEFE Sub-Committee. The specialist will also support the preparation of a GCF concept note and pre-feasibility assessment for a proposed WEFE Nexus project, with particular attention to water and agriculture dimensions.
In addition, the incumbent will provide technical support to capacity development activities, including Training of Trainers (ToT) programmes and their replication within relevant government institutions, while contributing to the effective coordination and implementation of other project activities as required.
