The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 246,000 cases to ensure that child support payments of $598 million per year reach families across the Commonwealth. DCSE’s mission is to promote strong, self‑reliant families by delivering child support enforcement services, as provided by law, through the location of noncustodial parents, establishment of orders, enforcement of orders, collection of child support, and distribution of child support.

The Program Evaluation & Monitoring Analyst will be responsible for ensuring DCSE’s performance, processes and procedures meet Federal, Commonwealth of Virginia and Agency compliance by carrying out comprehensive compliance reviews of the Statewide Virginia child support system. Duties include but are not limited to:

Responsibilities
  • Manage application of Federal and State laws, regulations and policies to statewide child support casework to evaluate quality and compliance.
  • Issue findings and recommendations for the improvement of services and increasing performance results.
  • Serve as DCSE internal auditor for special audits as requested by DCSE Director and assist in response to outside audits, including APA and Federal Agencies such as the office of child support services, inspector general and general accounting office.
  • Responsible for decisions, actions and recommendations related to compliance and performance management issues that substantially affect program development for services received by a statewide population of clients, quality of services, well‑being of clients, and the public image of VDSS/DCSE and will provide direct support to the Division of Child Support Enforcement.
  • Participate in task forces, work groups, committees, or other bodies as delegated.
  • Assist with child support policy by recommending, drafting, developing and researching proposals in order to further the mission of the program and support the assigned office.
  • Research, analyze, evaluate state and federal policy and training matters for the Director or Manager, utilizing professional judgment and decision‑making ability to make recommendations for the program at an executive level.
  • Provide direct support to the Director of Operations and Division of Child Support Enforcement.
Minimum Qualifications
  • Comprehensive working knowledge and demonstrated ability to interpret, analyze and apply complex regulations, laws, policies and procedures related to the child support enforcement program.
