The Role

Do you want to help shape the future of homelessness services while working for a leading charity?

This post is offered as a 12 month fixed term contract, or secondment for internal candidates.

We are offering an exciting opportunity for an experienced and dynamic Service Development Manager to lead transformational change and support the successful mobilisation, delivery, and continuous improvement of our pan‑London specialist rough sleeping services, including migrant support services.

Working closely with the Head of Specialist Rough Sleeping Services, you will play a key role in establishing and developing three Greater London Authority (GLA) contracts:
London Navigators, MAPS, and the Crisis Prevention and Response Service (CPRS).

Key responsibilities will include
  • Lead the mobilisation and ongoing development of specialist rough sleeping services, ensuring a smooth transition from contract award to delivery.
  • Support managers and teams through periods of growth and change, embedding new processes, systems, and ways of working.
  • Work closely with HR colleagues on workforce planning, staff engagement, consultations, onboarding, and training.
  • Monitor risks, performance, and quality; producing reports and insights to support decision making and contractual delivery.
  • Build and maintain effective partnerships with commissioners, local authorities, health partners, voluntary sector organisations, and internal teams.
  • Strengthen referral pathways, support co‑production with people who have lived experience of homelessness, and deliver training to promote high‑quality service delivery.
  • Supporting engagement and client co‑production activities with people who have lived experience of homelessness to inform service development.
  • Deliver training and workshops to colleagues to support development in homelessness legislation, prevention strategies, safeguarding, and service delivery expectations.
Where you’ll be working

In this post you will be required to travel across the region to visit services, teams and partners. There will be opportunities for home working up to 3 days per week dependent on the needs of the region.

Experience, qualifications and skills
  • Proven experience leading or supporting mobilisation, implementation and developing services.
  • Experience overseeing change management programmes, with understanding of how to support teams through change and work alongside HR during periods of transition.
  • Experience working in homelessness, housing, social care, health, public sector, or commissioned service environments.
  • Strong project management and organisational skills and the ability to manage competing priorities.
  • Strong stakeholder engagement and partnership‑building skills with a variety of people including commissioners and external agencies.
  • Effective analytical skills with the ability to translate data into actionable insight and meaningful reporting.
  • Clear communication skills, including writing reports and presenting information to different audiences.
