Location: New York

Software Developer - Fleet Management Specialist

Join the NYC Department of Finance's Finance Information Technology (FIT) Division, responsible for designing, building, and supporting all facets of DOF’s computer systems to achieve efficient revenue collection and exceptional customer service.

FIT delivers and administers tax-related payment programs and maintains systems that enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

Responsibilities
  • Design, develop, and deploy enterprise-grade, fully integrated, complex full‑stack web and mobile applications using low‑code platforms such as Process Models, Rules, Expressions, SAIL, and custom plug‑ins.
  • Contribute to the architectural design and development of low‑code applications, ensuring scalability, reliability, security, and alignment with DOF’s business objectives.
  • Identify opportunities to optimize development processes and enhance efficiency through automation and low‑code platform best practices.
  • Create and maintain comprehensive technical documentation.
  • Build automation to prevent problem recurrence and champion a quality‑first culture.
  • Crosstrain software developers on the team, share best practices, and provide technical guidance to foster learning and growth.
  • Perform application and code reviews, providing constructive feedback to ensure high standards of performance and reliability.
  • Troubleshoot, investigate, and diagnose incidents using advanced tracing, alerting, and log analysis.
  • Test and debug front‑end applications to ensure cross‑browser compatibility, responsiveness, and performance optimization.
  • Research emerging technologies, coordinate demonstrations, proof‑of‑concept initiatives, and liaise with vendors as necessary.
  • Recommend and manage the application of specific methodologies or technologies on IT projects or advocate for exceptions to established practices to achieve project objectives.
  • Use specialized business domain knowledge to define requirements based on an understanding of the customer's business needs and objectives.
Additional Information

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Residency Requirement:
New York City residency is not required for this position.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and four years of satisfactory full‑time experience related to the area(s) required by the particular position; or,
  • Education and/or experience which is equivalent to the above.
Preferred Skills
  • 7+ years of experience building and delivering enterprise‑grade software applications in a high‑volume or critical production service environment, with familiarity of production environments (application servers, web servers, databases). Possess a thorough understanding and importance of highly available public facing portals to deliver exceptional customer service. Ability to develop advanced automated workflows, custom plug‑ins and configuring settings to meet requirements. Demonstrated mastery of one or more low‑code platforms like Appian, Mendix, Salesforce, Microsoft Power Platform.

    Experience with writing complex database queries that integrate with the front end. Experience with UI/UX design principles, responsive design and best practices to create intuitive and engaging user interfaces.
