HD’s AI and Emerging Technologies programme (AIET) convenes officials, technologists and experts from around the world in responsive, discreet, outcome‑oriented dialogues that complement formal diplomatic and multilateral processes on AI governance. This innovative work seeks to mitigate the risks posed by AI for international security and conflict dynamics through informal dialogue and diplomacy.
The programme currently has two main tracks of work: an established track on military applications of AI and an emerging track on risks associated with civilian advanced AI. Both aim to support and facilitate the adoption of effective international measures to address high‑priority risks posed by AI for international security, stability and conflict dynamics.
As Project Officer you will support the operations and activities of the AIET programme, covering both tracks of work.
You will work within HD’s Digital Conflict Directorate, which comprises four programmes on: cyber diplomacy; social media and conflict mediation; AI and emerging technologies; and outer space.
In this role, you will:- Contribute to project implementation:
- Develop and contribute to dialogue activities on military AI and advanced AI
- Organize and facilitate consultations, dialogues and events on military AI and advanced AI (drafting meeting agendas, liaising with participants, facilitating key sessions where relevant and contributing to outcome papers)
- Monitor, research and analyse key developments in AI and international security, informing project design and implementation
- Build relationships and represent HD’s AI team:
- Represent HD at meetings and in engagements with officials and experts on AI
- Collaborate with HD country teams and regional offices on issues relating to AI and international security
- Develop and maintain links with relevant experts in governments, AI companies, partner organisations, donors and multilateral bodies
- Contribute to the reporting and development of the AI programme:
- Ensure projects are implemented and reported on in a timely manner, drafting project reports as required
- Draft project documents and concept notes
- Contribute to fundraising efforts and donor relations
- Contribute to the strategic planning for the AI team and the Digital Conflict Directorate
- At least 4-5 years’ experience in a diplomatic and/or policy setting in peace and conflict, disarmament, diplomacy, technology policy or a related area
- Subject matter expertise on military applications of AI and/or advanced AI safety, including familiarity with key governance debates and initiatives
- Established working relationships with key AI stakeholders such as governments, AI companies, experts or multilateral bodies
- Relevant Master’s degree (e.g. peace and conflict studies, international relations, technology policy or related field)
- Experience in varied diplomatic settings and ability to engage with a range of interlocutors with political astuteness
- Clear and compelling written and oral communication skills
- Ability to collaborate effectively with colleagues and a creative and entrepreneurial spirit
- Excellent English; other languages are an asset.
