Software Developer-Remote
Description

An Intermediate Software Developer / Programmer is needed to support the redevelopment of 2 desktop applications built using Arc Map 10.x and VBA for the Ministry of the Environment, Conservation, and Parks.

The MECP Parks Legacy Tool upgrade project refers to an application toolset, the Gap Tool, and the Values & Pressures Tool (VAPT). The Gap Tool and the VAPT were developed over a decade ago. The Gap Tool is an analytical tool designed to help prepare information and identify gaps in ecological representation. Where ecological representation is the concept that within ecologically defined regions, protected ecological systems (areas) should include representative examples of its characteristic biodiversity.

So, Gap analyses are geospatial investigations to identify ecological features which are not sufficiently represented within protected areas, and to what degree protection is already in place. The objective is to prioritize, strategically target, and maximize conservation efforts to species and communities of the highest need. The Values & Pressures tool enables the geospatial review of site specific values and pressures acting within a protected area.

Combined, these tools automate, simplify, and expedite analyses performed by other means. They allow more information to be updated regularly, verified, and support the centralization of authoritative data. The tools can be used to produce tabular reports and maps. Their use cases vary but include park management planning, provincial reporting, biodiversity assessment, and land use planning.

These tools are standalone GIS Applications built using Visual Basic .Net v9.2, Esri ArcGIS Desktop v10.x, and Arc Objects. They are intended for internal use only by approximately 50 unique users and host open data only. The applications connect to the Ontario Parks Datastore server. This sever hosts authoritative geospatial information on protected areas, ecodistricts, landforms, and vegetation. Unfortunately, Esri support for the last version of ArcGIS Desktop v10.x

will end March 1st, 2026. Therefore, this toolset will need to be rebuilt with a supported version of Esri ArcGIS Pro and C#. Redevelopment will ensure delivery of a functional, stable, and fully supported application.

Required experience:

Knowledge of Esri Desktop Software Customization (Arc Objects or ArcGIS Pro SDK), Arc Map, Arc Pro, File Geodatabases, C++, C#, and VBA

Remote / Hybrid work arrangements are supported.

Successful candidates may report to either the Peterborough or Toronto MNR office as they desire. Otherwise, remote work arrangements within Ontario are supported.
