Programmer Analyst

The Programmer 3 (PR3) role is a senior-level software developer position focused on designing, developing, and implementing applications primarily using Microsoft technologies such as Azure, C#, and the .NET Framework. The role requires extensive experience with web and Windows Forms development, enterprise data modeling, and database management using Microsoft SQL Server. The developer will work independently with minimal supervision, contribute across multiple projects, and provide mentorship to junior staff.

• Design, develop, and implement software solutions using Azure, C#, .NET Framework, ASP.NET, and WIN-Forms.
• Plan and execute project technical tasks including analysis, design, testing, and deployment.
• Create and maintain technical documentation, including application functionality, test methods, and flow diagrams.
• Develop and optimize SQL Server database objects such as procedures, functions, tables, and views.
• Perform system testing and create test documentation.
• Provide mentorship and guidance to peers and junior developers through verbal instruction and documentation.
• Use version control systems (GIT) for source code and document management.
• Collaborate on multiple projects and perform lower-level tasks such as developing simple HTML reports.
• Follow software reusability guidelines and contribute positive suggestions for new tools and processes.

• Bachelor's degree or higher in a related field.
• Minimum of 6 years of relevant programming experience.
• Proficiency with Microsoft Azure and .NET Framework versions 1.1 to current.
• Strong skills in C#, ASP.NET web application development, and WIN-Forms.
• Experience with Microsoft SQL Server (2000 to 2018), including procedures, functions, tables, and views.
• Familiarity with JavaScript, Knockout, JSON, APIs, and ActiveX controls.
• Experience with enterprise data modeling and solutions design.
• Ability to create technical documentation and flow diagrams using tools like MS Visio.
• Experience with version control systems, specifically GIT.
• Knowledge of manual QA testing processes and unit testing.
• Strong communication skills and ability to participate in project technical planning.
• Willingness to comply with government equipment usage restrictions and program compliance requirements.

• Experience with CORE Framework and newer development tools.
• Familiarity with additional programming languages and development tools.
• Experience creating business and functional flow diagrams.
• Prior mentorship or leadership experience within development teams.

• Strict prohibition against taking or using government equipment outside the United States.
• Candidate must reside in Ohio or be willing to relocate.
• Fingerprint background check required.
• Compliance documentation must be completed within 5 business days after job acceptance.
• Acceptance of the offered position must occur within 48 hours of notification to avoid forfeiture.

• Initially remote work with eventual transition to onsite at 1221 McKinley Avenue, Columbus, Ohio.
• Contract period from November 2, 2026, through June 30, 2027.
