Assistant/Associate Transportation Planner

Yolo Transportation District (YoloTD) is seeking qualified candidates for Transportation Planner at either the Assistant or Associate level. The Assistant level is entry‑level, while the Associate level assumes recent experience in transit service planning, transportation planning, land use planning, environmental planning, transportation engineering, or a closely related field.
Essential Job Functions Transit Planning- Design and analyze short- and long-range plans; establish or modify routes and service areas; perform transit service scheduling for fixed route, microtransit, and/or ADA paratransit service.
- Assist YoloTD jurisdictions with trip reduction ordinances, transportation management associations, and transportation systems management issues.
- Assist with preparing, distributing, and analyzing passenger, community, and stakeholder surveys.
- Monitor transit operations contract compliance, including missed trips, customer service complaints, vehicle maintenance, etc.
- Coordinate with contractor on service changes, detours, fare collection systems, data collection and reporting, and procurements.
- Support contractor with troubleshooting and resolving day‑to‑day operations challenges.
- Assist with preparing and submitting data reports to the National Transit Database (NTD).
- Review, contribute to, and respond to draft plans, development proposals, environmental documents, and other documents prepared by local, regional, and state partner agencies.
- Meet with community development departments, developers, air district representatives and other groups about projects that affect the transportation network.
- Perform planning, data analysis, and outreach tasks to assist in preparing multimodal transportation plans, including congestion management plans, active transportation plans, micromobility programs, VMT reduction programs, and transportation equity programs.
- Research and prepare local, state, and federal grant applications and all associated documentation, agreements, and reports.
- Assist customer service team as needed, including updating the Customer Service Manual and training on new routes or service changes.
- Develop and update customer information (brochures, website) for transit and other transportation services.
- Experience in public transit service planning, operations, transportation planning, land use planning, environmental planning, transportation engineering, or a closely related field is strongly preferred.
- Minimum two years recent experience in transit service planning, transportation planning, land use planning, environmental planning, transportation engineering, or a closely related field.
- A four‑year degree in a related field may be substituted for one year of experience.
- Knowledge of public transit, modern transportation planning methods, and environmental regulation, particularly in California.
- Knowledge of current trends in federal, state, regional, and local transportation planning.
- Ability to collect, analyze, compile, and present statistical and technical information pertaining to transportation planning and prepare clear and concise reports.
- Knowledge of statistical and research methods as applied to data collection and to laws, ordinances, rules, and regulations affecting land use.
- Ability to communicate effectively, both orally and in writing; establish and maintain a cooperative working relationship with others; think independently and complete tasks on time.
- Knowledge of Windows-based computer programs including Word, Excel, and Outlook. Knowledge of ArcGIS is desirable.
- Speaking and written Spanish is desirable.
- Knowledge of theory, principles, and practices of governmental and transportation planning and operations.
- Knowledge of environmental regulations.
- Ability to organize, conduct, coordinate, and present major planning research studies; prepare comprehensive planning reports that are clear and concise.
- Ability to explain planning issues, land use ordinances, environmental impact issues, and proposed plans to members of the public and government officials.
A valid California Driver's license is required. You may be required to drive to other property locations to perform work. A company vehicle will be provided for transportation.
In‑Person RequirementThis position is in‑person at the YoloTD office located in Woodland, CA. Remote work may be allowed up to two days a week at the discretion of the Executive Director.
Annual Salary RangeAssociate Transportation Planner: $88,732 – $116,309.
