The Immigrant and Refugee Community Organization (IRCO) is a non‑profit organization established in 1976 to serve immigrants, refugees, and the broader community in Portland, Oregon. Our mission is to welcome, serve and empower refugees, immigrants and people across cultures and generations to reach their full potential.

Job Type: Full‑time
Location: 723 S Oregon Street, Ontario, OR 97914 (Oregon and Idaho residents living within commuting distance are encouraged to apply)
Salary: Starting at $66,120 per year based on experience
Grade: Assistant Manager/Grade 4

Program Overview

IRCO’s Eastern Oregon site serves the refugee, immigrant, and U.S.‑born communities in Malheur, Baker, and Union counties. The site provides services across multiple program areas, including housing, economic development, health, early learning, and survivor services.

Position Summary

The Eastern Oregon Site Manager oversees daily operations of the Ontario office and the sub‑office in Baker City. The role involves executing organizational policies, supervising staff, designing and implementing programs, and representing IRCO to funders, partners, and the community.

Essential Functions – Program Operations & Management
  • Oversee daily operations of the Eastern Oregon offices, ensuring they are welcoming, safe, trauma‑informed, and meet the needs of multi‑background communities.
  • Lead the team in delivering quality, trauma‑informed, data‑informed, community‑responsive services that center the needs of traditionally underserved communities.
  • Troubleshoot day‑to‑day problems with staff and build processes and forms to support workflows.
  • Plan and implement all awards under direct management responsibility, designing and creating program management tools as needed.
  • Create and amend program budgets, track and approve expenses, ensuring they are allowable and within budget.
  • Review awards and negotiate with funders, ensuring efficient progress and clarity of award expectations.
  • Adapt program operations and models in collaboration with the team to meet evolving IRCO policies, funder requirements, and client needs.
  • Track outputs for each project/award and submit timely reports to funders.
  • Maintain up‑to‑date program records and files in compliance with best practices and funding policies.
  • Implement required tools and processes to meet IRCO’s Program Management Standards.
  • Approve payment vouchers, mileage forms, and other fiscal documents in line with policies and funding guidelines.
  • Ensure staff maintain confidentiality at the highest level.
  • Collaborate with the Advancement team and supervisors to launch new programs responsive to community needs.
  • Work with the data and evaluation team to define outcomes, assess program strengths and challenges, and apply continuous quality improvement practices.
Team Management
  • Provide supportive and equitable supervision to staff, volunteers, and interns.
  • Foster a caring, supportive, and accountable environment.
  • Approve timesheets and coordinate schedules.
  • Conduct performance evaluations of directly supervised staff and participate in evaluations of staff with shared reporting lines.
  • Follow IRCO policies and collaborate with HR on hiring and disciplinary actions.
  • Provide onboarding and ongoing professional development opportunities.
  • Ensure consistent interpretation of IRCO policies, internal guidelines, and the Code of Conduct.
Strategy, Vision, and Representation
  • Co‑lead strategic visioning and development of the Eastern Oregon office.
  • Develop and adapt an outreach and engagement plan, overseeing implementation and reporting on community engagement.
  • Establish and coordinate an Advisory Council representing local communities and clients.
  • Serve as the primary point of contact for programs, funders, and stakeholders.
  • Build and maintain partnerships with community‑based organizations to avoid duplication and bolster support.
  • Contribute to the implementation of IRCO’s strategic plan.
Secondary Functions
