HR Representative

Orange, CA | 100% Onsite | Temporary Kinetic Personnel Group is recruiting a Human Resources Representative for a highly regarded $3 billion annual public health plan headquartered in Orange, California. This position will begin as a 6-month temporary assignment and is 100% onsite. The Human Resources Representative will serve as a strategic recruiting partner to hiring managers across the organization, managing full-cycle recruitment activities and ensuring an efficient, consistent, and high-quality hiring process.

• Build and maintain strong relationships with hiring managers to understand workforce needs and proactively anticipate recurring staffing requirements.
• Partner closely with hiring managers to establish and review Service Level Agreements (SLAs), define recruitment strategies, and determine position requirements prior to initiating recruitment efforts.
• Analyze job descriptions and qualifications to identify applicant requirements and sourcing strategies.
• Screen and evaluate candidates by assessing qualifications, experience, and overall fit against job requirements.
• Ensure consistency and fairness throughout the interview process by guiding managers in evaluating candidates against established qualifications and competencies.
• Coordinate and schedule interviews between candidates and hiring teams.
• Manage candidate communications and facilitate next steps throughout the recruitment lifecycle.
• Prepare compensation analyses and recommended salary offers using consistent methodologies and data-driven decision-making.
• Present hiring recommendations, offer analyses, and proposed pay rates to HR leadership for review and approval.
• Maintain accurate recruitment records and ensure compliance with organizational policies and applicable employment regulations.

• Bachelor's degree in Human Resources, Business Administration, Communications, or a related field.
• Minimum three (3) years of human resources or related administrative experience, including at least two (2) years of recruiting and/or staffing experience.
• Equivalent combinations of education and experience that demonstrate the ability to successfully perform the essential functions of the position may be considered.

• working with an Applicant Tracking System (ATS).
• Experience working with a Vendor Management System (VMS).
• Strong organizational, communication, and stakeholder management skills.
• Experience supporting full-cycle recruitment in a structured or highly regulated environment.

• Pay: $32-$45 per hour DOE
