Key Responsibilities
  • Under the direction of the Operations Manager, lead the expansion and performance of the Orange and San Diego offices.
  • Build and lead the team, ensuring communication and guidelines are aligned with broader objectives and incorporate corporate policies.
  • Implement local changes, including strategies, programs, and other initiatives.
  • Devise and pursue new business opportunities to increase market share, acting as a subject‑matter expert for project delivery and oversight.
Marketing & Business Development
  • Develop the civil transportation vision and supporting business plans to drive regional growth.
  • Work closely with the Marketing Manager on local marketing and growth strategies, enforcing best practices and ensuring the office meets business‑plan goals.
  • Represent the firm at client meetings, industry events, and other business functions; develop relationships with local leaders and partner firms.
  • Schedule periodic meetings with key client personnel in coordination with PMs and leadership.
Business Strategy & Implementation
  • Support development of office‑level action plans that align with the regional business plan.
  • Ensure compliance with staff‑utilization expectations and enforce corrective action plans when needed.
  • Assess talent needs, design, and implement a comprehensive leadership‑development strategy.
Finance & Operations
  • Ensure the profitability of the regional office and its projects.
  • Measure and monitor budget and operational performance; communicate key metrics to leadership.
Operational Responsibility
  • Maintain a defined level of chargeability and assume greater responsibility when required.
  • Work closely with other Office Managers and support regional teaming.
  • Maintain client communication and ensure satisfactory client experience, production, and QA/QC procedures.
  • Oversee succession planning and support development of successors.
  • Ensure compliance with applicable laws, regulations, and corporate policies.
  • Facilitate effective communication within the region through regular meetings and written communications.
Results
  • Drive regional business growth to meet KOA‑Lochner’s nationwide strategies.
  • Refresh local strategy to position the business for success and contribute to long‑term growth.
  • Stabilize the business and reinvigorate culture; engage and inspire the team with a focus on sustainable growth.

Ideal Experience
  • Minimum 15 years of diversified civil engineering experience with expertise in transportation infrastructure.
  • Led and delivered large projects through effective team and budget management.
  • Experienced in planning, design, and construction services for roads, highways, and bridges.
  • Strategic and growth‑mindset leadership.
  • Track record of scaling a business and team for growth with effective governance.
  • Strong relationship‑building and long‑term client connections; local network with DOT and partners preferred.
  • Excellent written and verbal communication skills.
  • Proficient at leveraging communications for business development and team engagement.
Education
  • Bachelor’s degree in civil engineering or planning (required).
  • Professional registration desired;
    Professional Engineer preferred.
