Pay and Benefits
  • Annual Pay Range: $52,374.21 - $66,048.33
  • Hourly Pay Range: $26.86 - $33.87

Job Details and Qualifications

The Housing Authority of Clackamas County seeks a skilled and versatile Housing Inspection Specialist. The candidate will inspect housing units for compliance with Federal and local regulations and establish strong relationships with landlords.

Required

Minimum Qualifications
  • At least two years of relevant experience in a housing authority, property management, construction, code compliance, or social services.
  • Knowledge of NSPIRE, HQS, UPCS, lead‑based paint regulations, Fair Housing, and ADA requirements.
  • Strong written and oral communication skills.
  • Ability to communicate with a diverse population and remain composed with challenging individuals.
  • Can work independently and in a team environment.
Preferred Special Qualifications
  • Experience working in a public housing authority or similar program.
  • Knowledge of federal, state, and local landlord‑tenant laws, including Section 8 and HUD Public Housing.
  • Experience with low‑income families, individuals with disabilities, or other vulnerable populations.
  • Certifications in NSPIRE, HQS, UPCS, or equivalent HUD inspection certifications.
  • Proficiency with inspection management software or handheld data collection tools.
Pre‑Employment Requirements
  • Pass post‑offer pre‑employment drug test.
  • Pass criminal history check (including fingerprint records).
  • Valid driver’s license and acceptable driving record; driving may be required for County business.
Post‑Employment Requirement
  • Obtain the Housing Quality Standards Certification or equivalent HUD certification within six months of hire.
Typical Tasks
  • Prepare paperwork for initial inspections and inspect dwelling units for compliance with HUD standards; use handheld device to record and upload findings.
  • Serve as initial contact with landlords, answering questions and providing information about landlord guarantee programs.
  • Schedule and track annual or biennial inspections; notify supervisors of substandard conditions.
  • Respond to tenant inquiries, perform damage claim inspections, and process payments to owners.
  • Provide referrals and maintain records related to tenant and landlord information.
  • Negotiate repairs and ensure compliance with Section 8 requirements.
  • Maintain landlord handbooks, attend fair housing workshops, conduct trainings, and recruit new landlords.
Work Schedule

This position is part of the county's alternate workweek program: 37.5 hours Monday‑Thursday (Friday off). Specific hours discussed upon offer. The position is on‑site/in‑person and requires work at the designated location.
