Schedule: 37.5 hours per week, Monday through Thursday (Fridays off) – alternate workweek; hybrid telework may be available one day per week after onboarding.

Pay and Benefits

Hourly Pay Range: $29.50 – $37.18

Employee benefits effective the first of the month following hire include:

Job Details and Qualifications

Clackamas County is seeking an experienced and highly motivated Workforce Specialist, classified as a Job Development and Training Specialist, to support participants in the TANF JOBS program. The role involves collaborating with program participants, TANF Family Coaches, educators, and employers to create and implement individualized employment and training plans, ensuring compliance and documentation.

Required

Minimum Qualifications
  • At least 2 years of experience in vocational, career, and/or employment counseling, case management, or related adult‑focused work.
  • Experience with motivational interviewing and coaching clients for interviews and employment.
  • Experience contacting businesses, employers, or community organizations and presenting opportunities to clients.
  • Experience documenting participant interactions, case plans, progress, and challenges on a regular basis.
  • Demonstrated initiative and ability to work independently with limited supervision.
  • Proficiency with Microsoft Office (Outlook, Word, Excel).
  • Experience using proprietary and public databases for eligibility, case notes, and data tracking.
  • Knowledge of local, state, and federal regulations related to employment, training, and social service programs.
  • Experience working with diverse and vulnerable client populations while promoting equity, diversity, and inclusion.
Preferred Qualifications
  • 1+ years of developing customized employment and career plans (“job‑carving”).
  • Experience translating recommendations from professional evaluations into employer negotiations.
  • 2+ years of job development with a proven track record of building an employer network.
  • 2+ years of working with individuals experiencing generational poverty.
  • 1+ year of delivering services using Trauma‑Informed Care principles.
  • 1+ year of working in a paperless environment.
Pre‑Employment Requirements
  • Must pass post‑offer, pre‑employment drug test.
  • Must pass a criminal history check (national or state fingerprint records). Driver’s license required for County business travel; must maintain an acceptable driving record.
Typical Tasks
  • Establish and maintain relationships with employers, industry organizations, and public agencies to identify job openings and secure employment and training opportunities for clients.
  • Develop individualized employment and career plans by assessing clients’ skills, interests, education, and work experience; coordinate plans with DHS staff, partner agencies, and CFCC team members.
  • Prepare clients for interviews and workforce entry by assisting with resume customization, online applications, and mock interviews.
  • Negotiate, develop, and monitor work experience, on‑job training, and JOBS Plus agreements with employers; support new employers with hiring‑related documentation.
  • Meet regularly with clients, DHS staff, and partner organizations to coordinate services and provide expertise in career and job development.
  • Document client interactions and progress in the DHS TRACS system in accordance with contract requirements.
  • Provide case management and employment retention services to newly employed clients to address challenges impacting job stability.
