Job Summary

The role of Group Public & Regulatory Affairs (GPRA) is to influence internal and external stakeholders, driving the alignment of the Bank’s strategy and global public policy, regulatory and supervisory objectives. The remit of the group covers policy, regulatory and supervisory issues emanating in key markets.

GPRA is organised internally into four teams focussing on policy and regulatory themes covering: (1) Government Affairs; (2) Regulatory Affairs; (3) Policy Analysis; and (4) Regulatory Liaison.

This position sits within the Government Affairs team and is expected to support the preparation and delivery of government engagement in East China region, policy advocacy and more generally city cluster strategies across China. The Associate Director, Government Affairs will be responsible for supporting the design and project management of the Bank’s external engagement strategy vis‑à‑vis the official sector in China.

Based in Shanghai, the role is policy focused and plays a critical part in shaping the bank’s external environment by building trusted relationships with policy makers and supporting more generally city cluster strategies across China, consistent with the broader strategy of the Government Affairs team, in partnership with the business to ensure alignment of business priorities and policy imperatives.

The ideal candidate will have a strong track record in designing, ope rationalising, and managing engagement programmes in China and possess a strong understanding of the political and policy making systems in the country. They should be fluent on the key political, policy and regulatory issues facing a global bank (e.g., China relations with other countries; financial markets and financial market integration; trade and investment;

sustainable finance, data and tech, etc.) and have a network in China.

Key Responsibilities Strategy
  • Work in partnership with GPRA partners and the business to design and ope rationalise an engagement strategy that delivers outcomes for the business aligned with GPRA’s policy imperatives and thematic topics.
  • Identify internal stakeholders and partners that are critical to the design and implementation of the region’s engagement strategy and establish a systematic way for cooperation to ensure the function in the country forms a cornerstone of the wider integrated GPRA function and is recognised as trusted adviser and “go to” expert to deliver engagement in the region.
  • Ensure GPRA strategies are consistent with the vision and strategy for the CFCC function and in support of the Bank’s strategic direction and growth aspirations.
Business
  • Partner closely with the functional and entity managers on priorities and work plans.
  • Have a successful track record of operating in a partnership style and in a complex, global and matrix organisation to construct and ope rationalise engagement strategies towards an identified outcome.
  • Possess strong project management, communication and analytical capabilities.
  • Be adept at designing and ope rationalising engagement plans to ensure proactive and systematic engagement for our leaders and experts to influence the agenda, raise our profile and deliver insights back into the business. Engagement plans should include a focus on the public affairs network in the region: government officials, policymakers, regulators, trade associations; think tanks and other influencers.
  • Align and partner with GPRA teams to prepare speeches, briefings and meeting summaries.
  • Monitor, analyse and interpret policy and regulatory developments relevant to the financial services sector. Provide strategic insights and recommendations to internal stakeholders.
  • Support the development and execution of government affairs strategies aligned with the bank’s city cluster priorities across China.
  • Collaborate with colleagues across multiple teams, functions and regions to ensure continuous improvement of engagement, content development and delivery.
  • Ensure GPRA and partners are aware of regional priorities and initiatives on trade and market access and new business opportunities, as relevant and appropriate.
