The Clinical Supervisor, under the supervision of the Clinical Director or Clinical Manager, is responsible for the day‑to‑day oversight of assigned mental health and/or addictions clinicians.
Responsibilities include planning, assigning, directing, and reviewing the clinical work of mental health therapists; ensuring adherence to Oregon Administrative Rules; monitoring quality assurance; developing and monitoring treatment protocols; carrying a caseload; conducting comprehensive assessments; developing treatment plans; and providing quality clinical care.
SUPERVISIONSupervision Received:
Based on location, the position is supervised by the Clinical Manager.
Supervision Exercised:
Directly supervises all assigned clinical staff in the mental health and alcohol/drug programs.
- Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians.
- Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy.
- Ensure clinicians are apprised of current evidence‑based practices (EBPs) and that the agency meets or exceeds outcomes standards.
- Ensure all paperwork by the clinical staff is completed in a professional and timely manner; provide supervision when this goal is not met.
- Ensure that the quality of clinical work is superior and completed professionally; provide supervision when this goal is not met.
- Provide after‑hours emergency services on a 24‑hour rotating basis to adults and children, including telephone consultation and crisis intervention in the community.
- Ensure knowledge and application of CCS personnel policies and procedures.
- Recruit, hire, and train new staff; conduct performance evaluations; follow policies for employee discipline and termination; resolve conflict; provide positive leadership.
- Engage in disciplinary actions as appropriate, in consultation with the Clinical Manager, Clinical Director and/or the Executive Director.
- Report all cases of abuse or neglect to the proper agency; complete investigative reports; implement safety plans; act as a Protective Service Investigator.
- Initiate holds, provide civil commitment investigations, and work with hospitals, case workers, and the state and other agencies for the civil commitment process.
- Provide utilization management for adults and children needing higher levels of care.
- Schedule and participate in meetings with other agencies to ensure continuity of service delivery.
- Maintain a caseload and provide quality individual, group, and family counseling services.
- Follow the grievance process for customer complaints and work to resolve complaints.
- Ensure compliance with OARs, Greater Oregon Behavioral Health (GOBHI), and other mental health organizations’ contractual requirements.
- Ensure clients are scheduled in a timely manner.
- Ensure clinical staff coverage by overseeing vacations, sick leave, training, etc.
- Coordinate with contracted prescribers to schedule services and ensure care is well coordinated.
- Work with the Quality Assurance Coordinator to ensure clinicians meet quality standards.
- Participate in internal administrative meetings and hold regular clinical staff meetings.
- Communicate with the public to coordinate work programs and inform the public about services.
