Are you a collaborative and solutions-focused HR professional looking to make an impact? As our HR Generalist, you will play a critical role in promoting a safe, inclusive, and compliant workplace. You’ll advise managers, guide employees, and help shape a positive work culture across the agency.


What You’ll Do

In this role, you will:

Advise and Consult - Provide expert guidance on HR best practices, employment law, collective bargaining agreements, and workplace policies.

Lead Employee Relations and Investigations - Manage employee relations concerns, conduct workplace investigations, and support disciplinary processes.

Support Workplace Safety and Risk - Help lead safety efforts, coordinate workers’ compensation claims, and support return-to-work efforts.

Drive Policy & Culture - Contribute to agency-wide HR policies, support organizational improvement projects, and agency initiatives that center equity, safety, and employee well-being.

A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position;

OR

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;

OR

Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

We are looking for candidates with the following:

Demonstrated commitment to diversity, equity, and inclusion (DEI), with experience applyingtrauma-informed and culturally responsive practices in the workplace.

In-depth knowledge and application of core HR programs in a union environment, including labor relations, FMLA/OFLA, ADA, and classification and compensation.

Experience providing HR consultation and strategic guidance to employees, supervisors, and leadership across all levels of an organization.

Experience conducting workplace investigations and recommending appropriate, policy-aligned recommendations.

Strong analytical and critical thinking skills to assess complex or nuanced workplace issues and recommend effective solutions.

Excellent communication skills, with the ability to deliver clear, respectful, and professional guidance in emotionally sensitive or high-stakes situations.
