About the program

Head Start to Success and Preschool Promise offer free comprehensive preschool for 3-4 year olds experiencing poverty, in partnership with Canby, North Clackamas, and Oregon Trail school districts. Services include early education, health care, nutrition, and family support, with emphasis on whole‑child development.

About this position

The Program Inclusion Specialist supports inclusions services, ensuring classrooms meet Head Start Performance Standards, IDEA (Part

C), and Oregon regulations. Duties involve in‑class support, coordination with teaching staff, data tracking, and family engagement.

Essential functions
  • Partner with teaching teams, families, wrap‑around staff, and ECSE services to promote full participation.
  • Provide supplemental Tier 2 classroom support, modeling trauma‑informed practices.
  • Facilitate completion of developmental screenings (Ages and Stages Questionnaires) with families.
  • Participate in ECSE staffing, wrap‑around meetings, parent‑teacher conferences, and behavior support planning.
  • Assess children impacted by trauma and with disabilities, monitoring growth and development.
  • Use developmentally appropriate knowledge to deliver targeted social‑emotional interventions.
  • Conduct objective classroom observations and debrief with wrap‑around team.
  • Support design of FBA/BSPs, transition plans, and individualized classroom or child plans.
  • Refer children for evaluation by the ECSE team and document in internal databases.
  • Promote student safety, modeling Pyramid Model strategies during behavior incidents.
  • Utilize Child Plus and TSGold data systems for data collection and tracking.
  • Substitute in classroom ratio as needed during urgent staffing needs.
  • Promote a classroom atmosphere encouraging family and volunteer involvement.
  • Assist staff in understanding IFSP goals and integrating them into the classroom.
  • Assist staff in employing referral procedures and submitting BIRs in CP.
  • Hold a Bachelor’s degree (or Step 10+ on the Oregon Registry) with 2 years of direct experience, or 30 quarter/20 semester credits with 5 years of experience.
  • Demonstrate knowledge of early childhood development and anti‑bias curriculum.
  • Model positive interactions, work effectively with diverse communities, and communicate when English is limited.
  • Handle sensitive information, assess crises, and solve problems responsibly.
  • Enroll in the Oregon Child Care Division Central Background Registry (C ) and maintain enrollment.
Preferred qualifications
  • Bachelor’s degree in Special Education, Child Development, Early Childhood Education, or related field.
  • Bilingual, meeting intermediate‑high to advanced proficiency per CESD guidelines.
Salary

Range 22/23
* of the Classified Salary Schedule. New hires may start up to Step 4 depending on experience.

* Bilingual candidates follow a separate 23 salary range and meet proficiency assessment.
