Pay
:
Base hourly rate $27.40 to $31.38 per hour. Step ranges 18/19 with new hires eligible to start at Step 4 based on experience.
Child Care Resource & Referral (CCR&R) supports high‑quality child care throughout Clackamas County by providing professional development, training, and technical support to child care providers. The team helps providers earn licenses, navigate myORO, and achieve quality ratings through Oregon's Spark program.
About this PositionThe Infant and Toddler Specialist supports participating child care programs to implement quality standards and provide individual coaching for programs serving children ages 0‑3 to achieve a Spark star rating. Responsibilities include facilitating networks of child providers, recruiting, coaching, mentoring, and addressing professional development, parent communication, business/marketing skills, and state child care regulations.
Essential Functions- Provides training and technical assistance to child care providers serving children ages 0‑3 in alignment with Spark standards and Oregon’s Core Knowledge Categories for professional learning.
- Ensures that providers have access to Zero to Three Critical Competencies training.
- Creates, recruits, and manages Focused Child Care Networks and supports participants to implement quality standards on an ongoing basis.
- Facilitates network meetings and provides individualized coaching for network participants.
- Recruits providers to participate in Spark and coaches them with continuous quality improvement.
- Supports providers in developing professional development plans and navigating the community college system.
- Assists in developing quarterly and annual training plans focused on providers serving children 0‑3.
- Develops new Set Two and Set Three trainings to support professional development and quality improvement.
- Participates in workforce recruitment and retention efforts, including providing targeted support to providers new to the field.
- Assists in developing provider newsletters and recruitment materials.
- Uses the Find Child Care Oregon database to maintain current data on providers in the region.
- Receives and screens incoming calls and answers general questions about services offered.
- Assists with the development of reports as needed.
- Assists with special projects as needed.
- Works collaboratively with community partners to advocate for increased availability and quality of early learning programs.
- Participates in Early Learning Department and CCR&R program team meetings.
- Participates in state committee meetings, work groups, and communities of practice.
- Bachelor’s degree in early childhood education or related field with early childhood coursework, or step 10 or above on Oregon Registry Online.
- Minimum of two (2) years of direct service experience in early childhood settings (child care center, family child care, preschool, etc.).
- Certified as an Oregon Registry Master trainer, or ability to become certified within a specified timeframe.
- Proficiency with computer software applications including Microsoft Word, Excel, Publisher, and PowerPoint.
- Effective communication skills, both verbal and written.
- Strong presentation skills, including development and delivery of trainings.
- Ability to build cooperative relationships with others.
- Attention to detail and follow-through on assigned tasks.
- Ability to meet schedules and timelines.
- Ability to organize and prioritize tasks.
- Reliable motorized transportation, driver’s license, and insurance.
- Professional customer service skills, including tact, patience, and courtesy.
- Master’s degree in early childhood education or related field.
