IT Project Manager

CIS is seeking a skilled and motivated IT Project Manager to lead people and projects that strengthen our technology operations, IT governance, and software development capabilities. This position plays a central leadership role; supervising IT staff, coordinating cross-departmental teams, and ensuring that CIS’s technology initiatives align with organizational goals.

The ideal candidate is a proactive leader and mentor with strong project management experience, deep understanding of the software development lifecycle (SDLC), and a passion for developing people and systems in a collaborative, small team environment.

What You’ll Do

Under the direction of the Administrative Officer, you will take on both project and people leadership responsibilities:

Leadership & Supervision
  • Provide direct supervision, coaching, and mentorship to assigned IT and project staff.
  • Establish clear goals, monitor performance, and ensure delivery of high-quality results.
  • Foster a collaborative, accountable, and growth-oriented team culture.
  • Identify professional development opportunities and guide staff toward continuous improvement.
  • Model CIS’s values of service, stewardship, integrity, innovation, collaboration, and equity.
Project Management
  • Lead and manage multiple IT-related projects from initiation through completion.
  • Serve as the Technology Goal Lead within CIS’s Strategic Plan.
  • Collaborate with business units to gather requirements and translate them into actionable development tasks.
  • Develop project plans, monitor progress, and communicate updates to stakeholders.
  • Promote best practices and effective use of project management tools.
IT Governance
  • Coordinate the IT Governance Steering Committee—prepare agendas, manage meetings, and track project intake.
  • Facilitate prioritization of IT initiatives to ensure alignment with business objectives.
  • Maintain an inventory of CIS applications and systems, identifying ownership gaps.
Development Team Support
  • Act as liaison between Functional Business Unit (FBU) Managers and the Application Development team.
  • Support sprint planning, backlog management, and team coordination.
  • Assist with workload prioritization and communication across teams.
Vendor Management
  • Manage relationships with IT and software development vendors.
  • Oversee vendor deliverables, performance, and contracts.
  • Serve as the escalation point for vendor-related issues.
Budgeting & Purchasing
  • Assist in developing and maintaining the CIS technology budget.
  • Manage technology purchasing and RFP processes in accordance with CIS policies.
  • Research and implement cost-saving IT initiatives.
What You Bring

You’re a natural problem-solver and collaborator who’s equally comfortable with technical detail and big-picture strategy. You bring:

  • A bachelor’s degree or higher in information technology, business administration, or a related field.
  • 9 years of progressive experience in IT project management, governance, or related roles.
  • Minimum of 4 years’ experience of demonstrated success supervising and developing staff in an IT or project environment.
  • Proven success managing complex technology projects from concept through implementation.
  • Strong understanding of SDLC, IT operations, and project governance.
  • Exceptional communication and stakeholder management skills.
  • Experience managing vendors and service providers.
  • Ability to balance multiple priorities and lead effectively in a small, fast-moving team.
  • A passion for continuous improvement and innovation.
