CIS is recruiting a Public Entity Liability Adjuster/Senior Public Entity Liability Adjuster

Salary Range: $81,559 to $120,835

Job Location: During training, you may be required to work up to three (3) days per week in our Wilsonville Office. Other days may be worked remotely from your Oregon residence. After the training period, the number of required days in the office can be reduced.

Position Summary

CIS is seeking an experienced Public Entity Liability Adjuster to investigate, evaluate, and resolve complex public-entity claims. This role manages high-exposure, multi-line claims involving police and jail liability, employment liability, auto liability, land use, defamation, bodily injury (including death), personal injury, property damage, and litigation matters unique to city and county governments.

You will serve as a trusted advisor to members, attorneys, agents, and claimants—ensuring claims are handled promptly, fairly, and with the highest level of technical expertise and customer service.

Key Responsibilities
  • Manage complex first- and third-party liability and property claims from initial report through final resolution
  • Investigate claims through interviews, site inspections, document review, and collaboration with independent adjusters and attorneys
  • Determine coverage, liability, damages, and reserve calculations
  • Negotiate settlements with claimants and attorneys, including attendance at mediations and settlement conferences
  • Partner with defense counsel to manage and resolve litigated claims
  • Prepare coverage letters, claim summaries, excess reports, and closing documentation
  • Advise members on claim exposure, “what‑if” scenarios, and loss prevention strategies
  • Maintain accurate claim files, diaries, and written correspondence
  • Occasionally assist with claim assignments and mentoring under Claims Manager authorization
Required Qualifications
  • Bachelor’s degree or equivalent combination of education and experience
  • 6 to 10+ years of liability claims experience, including complex and litigated claims
  • Strong knowledge of insurance coverage, legal liability principles, and claims investigation
  • Excellent analytical, negotiation, written, and interpersonal skills
  • Ability to manage priorities and perform effectively in high-stress situations
  • Valid driver’s license with a safe driving record
Preferred Qualifications
  • Associate in Claims (AIC) designation
  • Senior Claims Law Associate (SCLA)
  • Adjuster’s license or other insurance-related certifications
  • Experience with public-entity, employment, or police liability claims
Work Environment & Schedule
  • Climate‑controlled office environment with field investigations as needed
  • Rotational after‑hours on‑call for claim emergencies
  • Regular in‑state travel and occasional overnight travel
  • Hybrid flexibility may be considered at the discretion of leadership
