Operations Manager, Program / Project Manager
The Malta Business Registry, established under Subsidiary Legislation 595.27, is responsible for the registration of new commercial partnerships, the registration of documents related to commercial partnership, the issuing of certified documentation including certificates of good‑standing amongst others, the reservation of company names, the collection of registration and other fees, the publication of notices and the imposition and collection of penalties. The Registry also conducts investigations of companies and the keeping of the company and partnership register.
The RoleThe eventual appointee will be appointed at a Senior Manager in Grade 6 level and will form part of a multidisciplinary team within the ICT Unit.
The appointee will report to the Head of the ICT Unit, COO and CEO and will be responsible for implementing and running of the Business Portal and other new Projects introduced by M . The job involves interaction with various stakeholders such as the users in different units at the M and clients using our services.
The individual selected for this role will be expected to carry out the following tasks:
- Managing the execution of and overseeing the smooth running of projects being embarked by M from time to time, including but not limited to the Business Portal;
- Ensuring that all projects adhere to GDPR rules and regulations and delivered with the latest cyber security technologies;
- Budgeting and financial management of project,
- Coordinating and liaising with the contractor, MEIB/M and other relevant Government entities,
- Developing and maintaining communication channels with clients, stakeholders, and internal personnel to ensure smooth project implementation;
- Project logistics,
- Evaluating and reporting on the progress of the project;
- Manage and direct departmental/project operations, as well as any staff falling under one’s responsibility,
- Project results;
- Manage projects from early scope development to close out delivering project objectives;
- Evaluate progress and prepare reports;
- Monitor project progress and make necessary adjustments to meet deadlines and objectives;
- Identify and resolve issues and risks that may impact project success;
- Manage project budgets and resources effectively;
- Determine and document the project’s goals, deliverables, tasks, costs, and deadlines;
- Maintain comprehensive project documentation for future reference and compliance; and
- Assist and manage other future projects as directed by the Head of ICT Unit, COO or CEO.
- Preference will be given to candidates who possess a University of Malta Master’s Degree in Engineering or Computer Science or Information Technology and/or Project Management or equivalent academic qualification in a relevant field of study at National Qualification Framework Level 7 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)
* or a widely recognised professional qualification at a comparable level AND four (4) years’ prior experience in a related area, of which (3) three years in a Management level role; OR - Consideration will also be given to Candidates with a University of Malta Degree in Engineering or Computer Science or Information Technology and/or Project Management or equivalent academic qualification in a relevant field of studies at NQF Level 6 or better AND five (5) years prior work experience in a related area of which (4) four years in a Management level role;
OR - Candidates who at least possess ten (10) years’ prior experience in a related area of which (8) eight years in a Management level role.
