About The Job

The Traffic Project Manager II is responsible for leading, managing, and executing traffic engineering projects across both public and private sectors. This role combines technical expertise in traffic analysis and design with strong project management and leadership skills. The position involves overseeing traffic impact studies, design development, and operational analyses while mentoring team members, supporting business development, and ensuring high‑quality deliverables for CPH clients.

Traffic

Engineering & Technical Oversight
  • Lead preparation and review of Traffic Impact Analyses, Traffic Operations and Safety Studies, and Capacity and Safety Analyses.
  • Conduct and oversee signal design, signal warrant analyses, timing/retiming studies, roundabout analyses, and turn lane queue evaluations.
  • Perform and interpret traffic modeling, forecasting, and travel demand analyses using Synchro, HCS, SIDRA, and FSUTMS (or equivalent tools).
  • Ensure all designs and analyses comply with applicable NCDOT, MUTCD, and local standards.
  • Coordinate with surveyors, CAD designers, and multidisciplinary teams to ensure integration of traffic design into broader civil projects.
  • Supervise and review the production of technical reports, plans, specifications, and cost estimates.
Project Management
  • Manage multiple concurrent traffic engineering and transportation design projects.
  • Track project costs, schedules, deliverables, and performance metrics to ensure successful completion within scope and budget.
  • Prepare and review proposals, scopes of work, and fee estimates, and participate in contract negotiations.
  • Represent CPH in public meetings, client presentations, and technical reviews as required.
  • Provide technical quality control for all deliverables.
Leadership & Mentorship
  • Provide daily leadership to the traffic engineering and design teams.
  • Mentor and coach Project Managers, Engineers, and Interns, fostering professional growth and technical proficiency.
  • Conduct performance evaluations and support career development planning for staff.
  • Promote a collaborative, high‑performance work culture centered on integrity, accountability, and innovation.
  • Contribute to recruitment and retention by maintaining CPH’s reputation as a career‑growth organization.
Business Development & Strategic Growth
  • Partner with leadership to implement the transportation program strategic goals.
  • Support marketing efforts, including technical presentations, proposal preparation, and client relationship development.
  • Identify emerging market opportunities and service gaps in traffic engineering to expand CPH’s market presence.
  • Maintain and leverage relationships with public agencies clients to secure repeat and referral business.
  • Collaborate with other service areas to integrate traffic engineering services into multidisciplinary project opportunities.
Requirements
  • Strong knowledge of traffic engineering principles, traffic control devices, signal design, and safety standards.
  • Proficiency in Synchro, SIDRA, HCS, FSUTMS, and AutoCAD and/or Open Roads Designer (ORD).
  • Skilled in Microsoft Office Suite, Deltek VantagePoint, and Smartsheet or similar project management tools.
  • Excellent technical writing, communication, and presentation skills.
  • Ability to lead teams, coordinate with clients, and manage complex, multi‑phase projects.
  • High attention to detail, time management, and problem‑solving skills.
  • Willingness to travel to client sites and public meetings as needed.
Education & Experience
  • Bachelor’s degree in Civil or Transportation Engineering.
  • Professional Engineer (PE) licensure in the state of Florida, is required.
  • Professional Traffic Operations Engineer (PTOE) is preferred.
  • 7–10+ years of progressively responsible experience in traffic design, analysis, and project management.
  • Proven experience with public agencies, including FDOT.
  • Demonstrated success leading projects and mentoring junior staff.
