Overview

At Jacobs, we challenge today to reinvent tomorrow by solving the world’s most critical problems for thriving cities, resilient environments, mission‑critical outcomes, operational advancement, scientific discovery and cutting‑edge manufacturing, turning abstract ideas into realities that transform the world for good.

Your impact:
Here at Jacobs, we apply our expertise and knowledge as we look into the future with great optimism and focus. We don’t settle until we give our best and know that we’re making a difference. If you want to join a company invested in you, your success, and the global community, join us as a Senior Economic and Financial Consultant to help the communities thrive.

In this role, you will support the efforts of our clients—including cities, counties, regional authorities, state departments of transportation, transit agencies, and water, wastewater and stormwater utilities—to identify appropriate infrastructure investments, develop funding and rate plans to enable implementation, and help implement financing plans for those projects. You will lead projects developing economic and financial models such as benefit‑cost studies and pro‑forma financial projections to support competitive federal and state funding applications for grants and low‑interest loans.

You will collaborate with federal grant experts, government relations, transportation and water planners and engineers, fellow economists, resiliency specialists, and many others to produce technical economic and financial analyses that support grant applications and municipal bond market strategies.

Responsibilities
  • Lead funding strategy and financial planning projects to identify the appropriate mix of outside funding, debt, and equity for capital projects and O&M expenditures.
  • Lead Capital Improvement Plan (CIP) prioritization studies and related studies to sequence capital projects and operating initiatives for municipal, regional, and state clients.
  • Lead business case analyses, financial pro‑forma projections, benefit‑cost analyses, cost‑of‑service, rate and valuation models, and other related economic and financial analyses with support from junior team members.
  • Lead pursuits for economic and financial studies within larger multidisciplinary pursuits, including scoping work and fee estimation.
  • Present findings of economic and financial studies to client staff and governing bodies.
Qualifications
  • Training and significant experience in economics and finance principles, including business case analysis, benefit‑cost analysis, cost‑of‑service, rate‑making, and financial forecasting.
  • Proven ability to lead multidisciplinary teams of engineers, planners, economists, and scientists within schedules and budgets.
  • Strong writing skills for developing and reviewing write‑ups of findings.
  • Experience developing and documenting economic and financial analyses to support grant applications to state and federal agencies.
  • Industry domain expertise and leadership in at least one infrastructure sector (water, wastewater, stormwater, transportation, or other), demonstrated by:
    • Proactive involvement in recognized industry associations and committees.
    • Published articles or conference presentations in recognized industry publications.
    • Contributions to industry guidance documents or research studies.
    • Notable project experience leading financial and economic studies in the sector.
  • Ability to train and mentor junior consulting team members.
  • Master’s degree in economics, finance, or related field and a minimum of 5 years of professional experience (5+ years preferred).
Benefits
  • Health, dental, vision, and basic life insurance.
  • 401(k) plan.
  • Eligibility to purchase company stock at a discount.
  • Deferred compensation or Executive Deferral Plan (eligible employees).
  • Unlimited U.S. Personalized Paid Time Off (PPTO).
  • Seven paid holidays, one floating holiday, and caregiver leave.
  • Potential merit increases, discretionary performance bonus, and stock rewards.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or protected veteran status.
