Job Description

General Functions

Conducts confidential, administrative investigations of alleged or suspected violations of state, federal or local laws and ordinances, or misconduct of Orange County employees relative to established County and departmental policies and procedures. Work is performed under the general supervision of the Misconduct Investigation Supervisor. Work is reviewed through oral and written reports and for compliance with established rules, regulations and policies.

Representative Duties / Assignments

  • Conducts investigations and inquiries deemed complex in nature to determine whether the allegations in a complaint occurred.
  • Locates and interviews complainants, witnesses, and employees to gather evidence and facts related to alleged violations.
  • May interact with inmates in conducting fact‑finding investigations.
  • Verifies information obtained to establish the accuracy of facts and information.
  • Analyzes charges or complaints to identify issues involved.
  • Presents written findings in clear, concise, and impartial reports to the Bureau Administrator.
  • May testify in court or participate in administrative proceedings concerning findings of investigations.
  • Represents the Department at various law‑enforcement meetings, court proceedings, and special investigative matters within and outside the County.
  • Provides training to investigative staff and assists them in conducting investigations and recommends alternative techniques as necessary.
  • Acts as the Professional Standards Bureau Administrator in his/her absence.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor’s Degree from an accredited institution in Criminal Justice, Public Administration, Psychology, Sociology, or a closely related field, and four years of responsible investigative experience, to include one year of supervisory or lead investigative experience. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.
  • Must be able to be on‑call during all shifts, weekends, and holidays, as needed.
  • Must provide own transportation to be utilized daily in the performance of duties.
  • Must possess and maintain a valid Florida Driver’s License.
  • Excellent report writing, editing, and computer skills.
Preferences
  • Experience in internal affairs, professional standards, or employee misconduct investigations.
  • Experience working with FSS 112, FSS 119, HIPAA, and Collective Bargaining Unit Contracts.
  • Certified Internal Affairs Investigator Certification.
  • Computer Voice Stress Analysis Examiner Certification.

Salary Information

Pay Grade: 018 — From $31.30 to $40.70
FLSA Status:
Exempt
Placement based on Education and Experience.
