Summary
This recruitment is for Level I. Salary range: $2,041.60 – $2,736.00 biweekly ($25.52 – $34.20 per hour). Term position set to end on 12/30/2028.
Job DefinitionUnder immediate or general supervision or direction, performs technical field inspections and investigations to enforce state and county codes and ordinances relating to land use issues, public nuisances, storm water management, right‑of‑way encroachments, fire hazards, and illegal dumping; investigates complaints and issues citations for code violations; and performs related duties as assigned.
Supervision Received and ExercisedReceives immediate (Code Enforcement Officer I) or general (Code Enforcement Officer II) supervision or direction from the assigned supervisor or manager. Exercises no direct supervision over staff.
Class Characteristics- Code Enforcement Officer I:
Entry‑level classification; initially under close supervision; learns and performs routine duties; gradually becomes independent. - Code Enforcement Officer II:
Fully qualified; independently performs technical duties; receives occasional instruction.
- Performs land use and environmental inspections to ensure safety and general welfare of residents.
- Receives, documents, and investigates referrals and complaints; interviews witnesses; initiates investigations based on preliminary information.
- Issues citations, notices of violation, and warrants; documents each citation presented.
- Prepares documentation for legal actions and follows up on legal activities; testifies in court or administrative hearings.
- Conducts field inspections and aerial navigation of possible violations; enforces a variety of county codes.
- Coordinates with County Departments and external agencies regarding hazardous waste handling.
- Conducts follow‑up inspections; negotiates compliance procedures.
- Researches records, parcels, and code cases; establishes and maintains records of inspections.
- Prepares grant applications, correspondence, and reports; maintains various records.
- Monitors payment of fines and works with County Collection Agency.
- Performs related duties as assigned.
- Principles and practices of code enforcement and land use designation.
- Applicable federal, state, and local laws, codes, rules, regulations, and standards.
- Policies, procedures, and terminology related to code enforcement.
- Techniques for interviewing and conducting investigations.
- Regulations and requirements for court evidence preservation and hearings.
- Customer service techniques for dealing with the public and staff.
- Structure and content of the English language.
- Modern equipment and communication tools used for business functions.
- Enforce a range of codes and regulations.
- Explain, interpret, and enforce codes to staff and the public.
- Conduct investigations and inspections efficiently.
- Accurately document findings and maintain records.
- Prepare evidence and files for hearings or court testimony.
- Identify and dispose of hazardous waste.
- Assess situations quickly and determine course of action.
- Apply laws, codes, and policies appropriately.
- Organize work, set priorities, meet deadlines, and follow up.
- Use independent judgment within policy guidelines.
- Use computer systems, software, and modern equipment.
- Communicate clearly in writing and orally.
- Foster positive working relationships.
Equivalent to completion of the twelfth (12th) grade. Code Enforcement Officer I requires one (1) year of experience in field inspections. Code Enforcement Officer II requires two (2) years of experience equivalent to Officer I.
Certifications and Licenses- Must possess a valid US driver’s license at the time of application; must obtain a California driver’s license after hire.
- Office environment: mobility, computer use, office equipment, motor vehicle driving; lifting up to 10 lbs.
- Field inspections: mobility in varied conditions, ladder work, vehicle driving; lifting up to 20 lbs.
- Office environment with moderate noise and controlled temperature.
- Field work with exposure to noise, weather, chemicals, and hazards.
- Personal computer, fax machine, and standard office equipment.
All employees are designated Disaster Service Workers and are required to complete related training and return to work as ordered in an emergency.
