Operational Support / Education and Training Centre

This is a full-time, regular position.

Reporting to the Staff Sergeant of the Education and Training Centre (ETC), this position is responsible for working directly with subject matter experts from various internal units and industry partners to design and author ELearning courses that are aligned with organizational needs and adult learning principles.

• Design and develop e-learning content. Create interactive, engaging online training modules aligned with policing standards, policies, and operational procedures.
• Collaborate with subject matter experts. Work closely with officers, academic advisors, trainers, and legal/policy experts to ensure accuracy and relevance of course content.
• Apply instructional design principles. Use adult learning theories and instructional design models (e.g., ADDIE) to structure effective training programs.
• Develop multimedia learning assets. Produce videos, simulations, scenario-based learning, quizzes, sound mixing, audio conversion and animations to enhance learning.
• Adapt training into digital formats online or blended learning solutions suitable for remote or self-paced learning.
• Manage Learning Management System (LMS) content and CPKN. Upload, organize, and maintain course within the LMS, ensuring ease of access and tracking of learner progress.
• Completes the administration of promotional exams on CPKN.
• Ensure data security and confidentiality. Protect sensitive information used within training materials and systems.
• Review training effectiveness and update courses material to reflect changes in legislation, technology, and policing practices.
• Support accessibility and inclusivity standards. Ensure all digital learning content meets accessibility guidelines for diverse learners.
• Provide technical support and guidance. Assist learners and instructors with navigating e-learning platforms and troubleshooting course access issues.
• Reports on compliance of e-learning completion for new and existing courses.
• Instruct or present training material in a classroom setting when required.
• Assist with audio and visual technical knowledge where required for classroom presentations and ETC related events.

• Successful completion of a 3-year college diploma in computer science, information technology, instructional design, education technology or equivalent.
• Completion of a recognized certificate program in Instructional Design, Teaching and Training Adults, or eLearning Development.
• Minimum of 2 years of experience in developing and implementing instructional design content, including creating online courses and converting existing curriculum into e-learning formats using authoring software and learning management systems (including SCORM).
• Demonstrate experience adhering to AODA guidelines and incorporating described video, as well as an understanding of video production and post-production processes.
• Skilled in instructional design and educational technology, with experience developing engaging course elements such as animations, gamification, quizzes, and scoring mechanisms.
• Proven proficiency in Adobe Captivate, Articulate Storyline, Adobe, Microsoft 365 and SharePoint.
• Proficient in instructional design or educational technology including tools to develop courses such as animation, gamification, quizzes and scoring.
• Demonstrated experience with AODA guidelines and described video.
