Buyer – Nuclear Construction (Darlington New Nuclear Project)

Job Summary
Reporting to the Procurement Manager, the Buyer will negotiate and purchase commodities, equipment, and services for sites and projects, ensuring best value and adherence to procurement processes.
Key Responsibilities
Solicits vendor pricing, negotiates, and procures subcontracted services, equipment, materials, and components for nuclear power plants.
Reviews purchase requisitions and documentation to ensure clarity, completeness, and compliance with quality standards, funding authorization, delivery requirements, and transportation mode.
Prepares and issues standard and quality‑related RFQ/RFPs to qualified vendors based on Aecon’s Approved Suppliers List.
Assists the Procurement Manager in developing project specific procurement plans or leads such plans.
Collaborates with project schedulers and managers to monitor procurement package progress in P6 schedule.
Negotiates and supports negotiation of major contracts, focusing on price, delivery, payment terms, tax exemptions, escalation, and other supply factors.
Develops and implements detailed procurement strategies, including cost‑reduction initiatives.
Supports operations and regional offices in obtaining materials.
Assists estimating team with pricing at tender stage.
Ensures quality, reliability, and responsiveness to operational needs.
Provides training on Aecon Quality Assurance Manual.
Qualifications
5+ years in the Nuclear Construction Industry procurement or 8+ years in conventional procurement.
Completion of a Materials and Operations Management Program at college or university level is an asset.
Enrollment in or completion of PMAC’s Accreditation Program is preferred.
Working knowledge of OPG and Bruce Power Passport system – asset.
Working knowledge of National Nuclear Codes & Standards (ASME Section III, ASME NCA‑4000, ASME NQA‑1, CSA N285.0, CSA N286‑05, CSA Z299/N299 Series) – asset.
Basic knowledge of other material or component codes (ASME Section II, ASTM, CSA) – asset.
Basic knowledge of navigating P6 schedule extracts (Excel).
Ability to meet deadlines and manage priorities.
Strong interpersonal, customer‑service, planning, decision‑making, negotiation, and time‑management skills.
Knowledge of competitive trends and sales techniques.
Knowledge of SAP procurement system – asset.
Mandatory nuclear export controls requirements met for employment.
Full security clearance and reference checks required.
Valid driver’s licence.
Pay Range
$65,000 - $95,000
