Official course description:
« Special Topics in Public Policy.» The topic will differ from year to year.
Specific topic for Summer 2026: « Arctic Policy and Security ». This course aims to examine the evolution of governance and the security landscape in the Arctic region. From a governance perspective, the national policies of Arctic states, the evolution of the Arctic Council, the self-determination of Indigenous peoples, and the application of international law are some of the elements that help us better understand the region’s political past, present, and future, and that generate debate and critical reflection.
The assessment of security threats and the consequences of global conflicts in the Arctic will also be addressed in this course, which will focus on Arctic military exercises, NATO’s role in the region, Russia’s Arctic remilitarization, and China’s presence in the North.
The course will also pay particular attention to Canada’s Arctic policy, both in terms of governance and security, highlighting the dilemmas faced by Canadian decision-makers and Northern residents.

PhD in a related field
Teaching experience at the university level (experience teaching at the graduate level is an asset)
Excellent knowledge of the subject matter, including its relevant applications for public policy professionals
