Overview

OWSS WLAV FTS Turret Electro-Optical Technician (P54). General Dynamics Land Systems – Canada is seeking candidates to join the National Capital Region team in support of the Department of National Defence (DND). This long-term position is embedded within the DAVPM 2 Equipment Management Team as part of the Optimized Weapon System Support (OWSS) Wheeled Light Armoured Vehicle (WLAV) Fleet Technical Services (FTS) Team, in Ottawa, Ontario.

The Life Cycle Material Manager (LCMM) focuses on maximizing sustainment effectiveness and minimizing life cycle cost supporting their assigned material.

Responsibilities and qualifications reflect expertise in life cycle material management, logistics, engineering, configuration management, procurement, and supportability for WLAV turret and related systems.

Responsibilities
  • Perform Life Cycle Material Management activities in key functional areas including engineering, logistics, configuration management (CM), tech data, procurement, supply, quality assurance, obsolescence management, and disposal.
  • Receive and respond to technical feedback from users and maintainers.
  • Advise the Equipment Management Team on issues impacting fleet availability.
  • Provide Integrated Logistics Support to the OWSS team with LSAR changes, task development, technical data, waivers, and deviations.
  • Perform periodic site visits to units, bases, supply depots, work centers, and GDLS locations.
  • Interface with supply support organizations and help resolve supply management issues; interface with other EMT groups for WLAV equipment not managed by the WLAV EMT.
  • Log, prioritize, analyze, and respond to problem reports (PRs).
  • Prepare Statements of Work (SOWs) for technical work performed by contractors or other agencies; evaluate proposals, reports, and demonstrations.
  • Evaluate Engineering Change Proposals (ECPs) and Equipment Support List Change Notices (ESLCNs) for supportability impacts and technical feasibility.
  • Interface with DND scaling and cataloguing organizations; maintain all technical and Integrated Logistics Support (ILS) data held by the EMT; maintain access and update all technical information in DRMIS.
  • Coordinate updates to technical and ILS data performed by contractors; perform vendor and Canadian Forces Base (CFB) site visits and investigate technical and CM/SE/ILS/LCMM issues with DND personnel.
  • Provide technical support to the Supply Management Planners; review all supply demands to validate requirements and monitor stock levels to identify procurement candidates.
  • Provide support in the analysis of fleet supportability performance; provide technical advice and support to CAF field units domestically or in operations/exercises.
  • Manage serialized equipment and tooling in DRMIS; build and maintain positive working relationships with internal and external customers.
  • Demonstrate continuous process improvements and efficiencies; be able to be delegated under all Turret and Weapon Station Technical Agreements (TAs).
  • Log and track loan of Government Property to GDLS-C, third-party contractors, and other DND entities.
Required Qualifications
  • Ability to work in Ottawa, Ontario.
  • University degree or college diploma and/or previous experience as a Military Electro-Optical (EO) Technician.
  • Minimum 8 years related experience and/or SGT qualified with DP2.
  • Demonstrated written and oral communication skills.
  • Detailed knowledge of DND maintenance and supply processes; detailed product knowledge of WLAV automotive and/or turret systems.
  • Ability to acquire and maintain Level II security clearance.
  • Knowledge of the theories, principles, policies, and procedures of the Canadian Federal Government and how they relate to life cycle management, inventory control, procurement and repair and overhaul.
  • Demonstrated ability to respond to customer requirements and manage expectations while ensuring satisfaction; customer- and detail-oriented with problem-solving skills.
  • Strong organizational skills with the ability to be agile, set priorities and multi-task under pressure.
  • Excellent English communication skills (written and oral); self-motivated and able to work in a team-friendly environment.
