About the Project

The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovencial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard.

Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs. The Alexandra Bridge Replacement Project represents a major investment in Canada's transportation infrastructure, supporting economic growth, regional connectivity, and community development while creating opportunities for skilled professionals to contribute to a landmark project that will serve Canadians for generations.

About the job

Reporting to the Project Controls Lead, the Chief Estimator will serve as the senior estimating professional for the Alexandra Bridge project in Ottawa. This role will lead the estimating team and oversee cost planning, quantity take-offs, pricing, risk assessment, tender development and estimate handover while collaborating closely with engineering, procurement, commercial, project controls and construction teams. The ideal candidate will have extensive experience estimating major civil infrastructure projects.

Bridge experience is strongly preferred, although candidates with relevant experience in complex structures, transportation, marine construction or comparable heavy civil projects will also be considered.

What you'll be doing
  • Monitor the implementation of the project's environmental requirements and verify compliance with environmental assessments, permits, licences, approvals, contractual commitments and applicable legislation.
  • Provide senior technical advice to the Project Director and multidisciplinary project teams regarding environmental risks, compliance requirements and appropriate mitigation measures.
  • Support the development, implementation and continuous improvement of the project's Environmental Management System and associated environmental management plans.
  • Conduct regular site inspections and environmental monitoring to confirm that construction activities are being completed in accordance with approved plans, procedures and regulatory requirements.
  • Identify environmental risks, non-conformances and emerging issues and work with project teams to develop, document and implement corrective and preventive actions.
  • Maintain environmental compliance records, inspection reports, monitoring results, permit registers, commitments logs and other documentation required for internal and external reporting.
  • Coordinate environmental sampling and monitoring programs, including determining sampling locations, frequency, parameters, methods and data-quality requirements.
  • Review and interpret environmental monitoring and analytical data to identify trends, unusual results, potential environmental impacts and areas requiring further investigation.
  • Provide technical support for soil management, excess soil, contaminated-site assessment, material characterization, remediation and beneficial reuse activities.
  • Review environmental reports, plans, technical submissions and consultant deliverables to confirm their accuracy, completeness and compliance with project and regulatory requirements.
  • Support environmental incident investigations, determine contributing factors and ensure that appropriate response, reporting and corrective-action requirements are completed.
  • Prepare for and participate in environmental audits and inspections, including audits related to ISO 14001 and reviews conducted by clients, regulators or other external parties.
  • Liaise with government authorities, environmental consultants, contractors, Indigenous communities, stakeholders and other relevant parties regarding environmental requirements and project activities.
