Primary Role & ContextAs part of the Market Access Leadership Team (MALT), you will oversee public and private payer reimbursement, develop the national policy plan, and engage in federal government affairs. You will lead a seasoned team of Public Policy and Provincial Affairs professionals, ensuring strategic regional policy and access plans funding BMS products across Canada, shaping policies that value innovative therapies, and partnering with health‑system stakeholders to facilitate adoption of new therapies.
Key Responsibilities- Lead and coach a team of Public Policy and Provincial Affairs professionals.
- Develop the overarching National Policy Plan in collaboration with the provincial team, aligning with BMS Global Policy and Government Affairs to advance BMS policy priorities.
- Design and implement the Federal Government Affairs plan; engage directly with key federal stakeholders.
- Act as subject‑matter expert on federal and provincial policy, Canadian health system, governmental relations and reimbursement; provide strategic advice to achieve corporate objectives.
- Oversee the design and execution of provincial policy and access plans aligned with Market Access and Brand plans, ensuring overall business objectives are met.
- Shape the health policy and disease area landscape for timely access and adoption of BMS pipeline priorities, aiming for access at regulatory approval.
- Oversee and co‑create health‑system solutions with provincial partners to remove access barriers and ensure timely patient access.
- Ensure market access for BMS products by securing funding on public and private drug programs across Canada.
- Engage ecosystem stakeholders (government, health‑system stewards, professional associations, etc.) to advance key policy priorities.
- Participate in trade association/life‑science working groups to foster collaboration and advance BMS perspectives on policy issues.
- Oversee and negotiate to secure timely patient access that recognizes the value of pharmaceutical innovations.
- University degree in life science, political science/public policy, or business.
- Seasoned professional (≥10 years) in government affairs and market access with strong relationships within the federal government.
- Recognized thought leader in policy with a proven track record of securing market access and driving policy/health‑system change in Canada.
- Demonstrated ability to lead and develop a team of access and policy professionals.
- Reside in close proximity to Ottawa;
Quebec (Montreal) and Ontario (Toronto) acceptable, Ottawa preferred. - Approximately 40 % of time allocated to external engagement activities.
