JOB SUMMARY

You are responsible for ensuring that by-law enforcement is lawful, fair, consistent, defensible, and aligned with the policy direction of City Council. You are accountable for the Service’s strategic plan, for setting enforcement policy, for providing vision and leadership to the Service, and for planning, organizing, directing, controlling, evaluating and improving the development and delivery of its priorities, services, programs and operations, including:

  • The enforcement of various municipal by-laws and provincial legislation, in accordance with the Municipal Act, 2001 and in a manner consistent with the Canadian Charter of Rights and Freedoms, delivered on a City-wide basis to address issues of safety, nuisance and consumer protection. This includes accountability as the City’s Chief Licence Inspector (CLI) and Chief Property Standards Officer (CPSO).
  • Oversight of operational support services to ensure the development and implementation of effective and efficient enforcement practices, policies and procedures, including risk analysis and enforcement implications and scenarios.
  • Oversight of operational training and development initiatives to support service excellence and continuous improvement.
  • Implementation and oversight of agreements with service providers and the Province for regulatory programs and related activities, including but not limited to License and Property Standards Committee, Animal Control Tribunal, Municipal Animal Shelter Agreement, Spay/Neuter Clinic, parking control deputization, performance measurement frameworks.
  • Accountability for overall service delivery, including the development of key performance indicators (KPIs), measuring and reporting on results, identifying and resolving performance gaps, and achieving strategic and operational goals within established timelines.
  • You are also accountable for the effective management of the Service’s human and financial resources (including contracted services), and for maintaining productive relationships with internal and external partners.

    EDUCATION AND EXPERIENCE

    Completion of 4 year university degree in Public Administration, Criminology, Law or other related field.

    Masters Degree is preferred.

    Minimum of 10 years of relevant experience in regulatory, by-law, enforcement, licensing or related function, including a minimum of 5 years managing human resources, external contracts, and operating and capital budgets in a complex public organization or private sector corporation.

    CERTIFICATIONS AND LICENCES

    Certified Property Standards Officer (CPSO) Designation with Ontario Association of Property Standards Officers (OAPSO) is desirable

    Municipal Law Enforcement Officer Certified designation with MLEOA (Ontario) is preferred

    Valid Ontario unrestricted class G driver's licence (or provincial equivalent).

    KNOWLEDGE

  • Familiarity with the Municipal Act, 2001, including provisions for the establishment of fees
  • Principles, practices, procedures, techniques, laws and regulations relevant to By-law and Regulatory Services, enabling proper interpretation of by-laws in line with City Council’s policy intent
  • Development and implementation of long range and short term strategies for By-law and Regulatory Services
  • Emerging trends and developments in the by-law and regulatory services environment
  • Economic and statistical analysis and research techniques
  • Policy and program analysis, development, implementation and evaluation techniques
