We seek a Strategist, Government Affairs to support Enbridge’s engagement with the Government of Canada and lead engagement with the Government of Quebec in collaboration with the Federal Government Affairs Team to shape public policy affecting our business. This role strengthens our corporate reputation and advocacy efforts across the region.
You will collaborate with internal and external partners to deliver strategic value and support key business priorities.
- Develop and maintain effective and positive relationships with key government stakeholders primarily in Ottawa and Quebec, including political, elected (e.g., MPs, MNAs) and departmental contacts.
- Produce high-quality written materials to support management and executive decision-making, including briefing notes, presentations, backgrounders, and external communications.
- Help develop a robust engagement capability and strategy for the corporation and contribute advice and expertise for all Canadian external affairs activities, with primary focus on federal and Quebec.
- Support the coordination and execution of engagement and advocacy strategies with external organizations and third parties, including supporting internal Enbridge Subject Matter Experts participation in this outreach.
- Contribute to the development, implementation and tracking, and continual improvement of annual strategic engagement plans to support Enbridge’s business priorities in Canada, while enhancing the image and reputation of Enbridge.
- Work closely with colleagues to ensure alignment on issues and execution of inter-related advocacy strategies to advance Enbridge interests and projects.
- Provide regional expertise and government relations support to internal Enbridge PACS colleagues active in projects or issues as well as to all Enbridge Business Units.
- Expected to develop specific advocacy strategies for all Business Units who are interacting with or impacted by the Canadian federal government as well as the provincial government in Quebec.
- Develop, recommend, advocate and influence approaches to public policy challenges pertaining to the federal government and in Quebec.
- Support the development of company positions on key public policy issues which impact the business environment in which Enbridge operates.
- Draft background briefs and analytical summaries on key government and regulatory initiatives, programs, policies, and announcements for internal consideration and action.
- University degree in political science, business, communications, or a related field with 7+ years of progressively responsible public affairs/government relations experience in a corporation, agency or government with a track record of success.
- Fluency in both French and English, both oral and written.
- Must be able to register as a lobbyist at least federally and in Quebec.
- Understanding of public policy, campaigns and coalition-building, strategic thinking and project execution.
- Knowledge of the energy sector and its regulatory environment is an asset.
- Commitment to continuous learning and skill upgrading.
- Proven ability in developing, implementing and reporting on strategic public affairs/government relations plans.
- Proven capability in building and leveraging strong internal and external networks.
- Highly organized, able to manage multiple priorities under tight deadlines.
- Strong writer who is also comfortable and experienced with presentation programs.
- Skilled in influencing, negotiation, and navigating complex, high-profile environments.
- Capability to operate effectively through cross functional accountabilities and authorities.
- Demonstrates strong communication and interpersonal skills, with the ability to effectively negotiate and influence in sensitive and high-profile situations.
- Established experience in planning, implementing, and leading change initiatives including ensuring adequate change leadership.
