Duties
Join a dynamic team where you will play a key role in strengthening organizational effectiveness through the development and improvement of procedures. As a Program Advisor, Procedural Development, you will lead the design, review, and implementation of clear, efficient, and compliant processes that support program delivery and operational excellence. In this role, you will collaborate with stakeholders to identify gaps, streamline workflows, and develop practical tools and guidance that enhance consistency and performance.

You will analyze complex information, translate requirements into user‑friendly procedures, and ensure alignment with policies and regulatory frameworks. Your work will directly support informed decision‑making and continuous improvement across the organization. Work environment
The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Conditions of employment
All candidates must obtain both a Site Access Clearance and a PPS Enhanced Reliability Status with Secret clearance. Candidates will be required to complete a personal history questionnaire, a pre‑interview questionnaire, and undergo fingerprinting. The security screening process involves a comprehensive background investigation to assess the candidate’s reliability, honesty, trustworthiness, and loyalty to Canada. Candidates who do not meet the security screening requirements will not be granted the required clearance and will therefore be removed from the hiring process as it is a condition of employment.

EDUCATION

Graduation from a recognized post‑secondary institution in a related field or an acceptable combination of education, training and experience. The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your own expense.

EXPERIENCES
  • E1 – Recent and significant experience consulting and collaborating with internal colleagues to achieve operational goals.
  • E2 – Recent and significant experience in developing, analyzing or interpreting policies, standard operating procedures, guidelines, tools, and more.
  • E3 – Recent and significant experience providing advice to senior management on complex issues.
  • E4 – Experience in conducting research and analysis to provide advice and recommendations in support of operational policies and program related initiatives.
  • E5 – Recent and significant experience in the creation of a wide variety of documents using tools such as Microsoft Office Suite, PDF and databases.
  • E6 – Significant experience producing high‑quality written materials for decision‑making purposes, including briefing notes, memoranda, reports, and presentations.
