  • Lead and align the corporate policy framework with strategic priorities.
  • Oversee policy development, governance, and compliance.
  • Lead the identification of emerging policy issues, risks, and opportunities and recommend strategic responses in the short, medium, and long term.
  • Advise senior leadership and support decision-making.
  • Plan, monitor, and improve policy performance.
  • Engage stakeholders and ensure cross-functional alignment.
  • Manage resources and lead policy teams.
  • Ensure risk management and policy integrity.
  • Contribute to organizational leadership and continuous improvement.
Work Environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Conditions of Employment

All candidates must obtain both a Site Access Clearance and a PPS Enhanced Reliability Status with Top Secret clearance. To initiate the PPS security screening process, candidates will be required to complete a personal history questionnaire, a pre interview questionnaire, and undergo fingerprinting. The security screening process involves a comprehensive background investigation to assess the candidate’s reliability, honesty, trustworthiness, loyalty to Canada and reliability as it relates to that loyalty.

This includes, but is not limited to, a loyalty assessment, law enforcement verifications, financial verifications, internet inquiries, and personal and employment reference checks. Candidates will also be required to participate in a security screening interview covering a range of topics relevant to assessing overall reliability. Candidates who do not meet the security screening requirements will not be granted the required clearance and will therefore be removed from the hiring process as it is a condition of employment.

Education – Successful completion of a post‑secondary educational program related to the position OR an acceptable combination of education, experience, and training.

Experiences

  • E1 – Significant experience leading policy development and governance in a mission‑driven, operational environment.
  • E2 – Recent and significant experience advising senior executives and influencing strategic decision‑making.
  • E3 – Recent and significant experience consulting and collaborating with internal colleagues and stakeholders to achieve operational goals.
  • E4 – Significant experience in producing high‑quality written materials for decision‑making purposes, including briefing notes, memoranda, reports, and presentations.
  • E5 – Recent experience managing multidisciplinary teams and financial resources.

  • ** SIGNIFICANT is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full‑time basis over a period of a minimum of five (5) years.
