JOB OVERVIEWReporting to the Chief, Federal Land Use and Transaction Approvals, you will support the implementation of National Capital Act provisions relating to Federal Approvals. You will be responsible for reviewing and preparing approvals, policies, land use and development plans, and projects assigned to you for federal lands within the National Capital Region (NCR), under the authority of the National Capital Act.
ESSENTIALQUALIFICATIONS EDUCATION
A degree from a recognized post-secondary institution with acceptable specialization in Urban or Regional Planning, or an acceptable combination of education, training and/or experience.
MEMBERSHIPFull member of the Ontario Professional Planners Institute or l’Ordre des Urbanistes du Québec or eligible to become a member.
EXPERIENCEFive (5) to eight (8) years of experience in urban planning, including demonstrated experience in each of the following:
- Managing the development of studies and plans.
- Managing complex real property projects from the planning to the delivery phase in an environment of competing demands.
- Providing strategic advice and briefings to clients, stakeholders and senior management related to complex real property plans and projects.
Complex projects must include 3 or more of the following characteristics: large number of stakeholders requiring specific governance and organized communications; important land management, heritage, archaeology, environment, engineering, utilities, transportation and/or security components; multidisciplinary consulting team; interrelated dependencies with other projects or programs; alternative form of delivery or approvals required from Central Authorities such as the Treasury Board or a Board of Directors or equivalent.
KNOWLEDGE- Of the theories, principles and best practices in land use planning.
- Of the federal, provincial and local governments, finance and land use policies and principles.
- Of ecological, social, economic, and sustainable development factors in planning.
- To analyze land use and urban design proposals, plans and submissions throughout all phases of project development.
- To interpret legislation and planning principles, apply professional judgement, and recommend appropriate courses of action for complex real property plans and projects.
- To lead multidisciplinary complex real property project teams, manage competing priorities and limited resources, and reconcile interests across overlapping jurisdictions.
- To adhere to work plans and schedules for the delivery of approvals.

- Knowledge of the Federal Approvals framework.
- Experience in complex procurement processes and contracts for site and land development, engineering and construction related services.
- Experience in working in federal, provincial, and/or municipal land use planning environments.
- Possess or eligible to obtain Secret security clearance.
